Position Summary:

The Sr. Business Analyst will work closely with business unit subject matter experts, Product Managers, Product Owners, Data Modelers, developers, and other technical stakeholders to analyze the existing CAI application and support its modernization.

This role is responsible for documenting existing requirements, identifying and recommending system and process improvements, ensuring critical functionality is retained during migration, and translating business needs into clearly defined user stories and acceptance criteria.

The Sr. Business Analyst will play a key role in enterprise application modernization by analyzing legacy functionality, gathering and prioritizing requirements, supporting solution design discussions, coordinating User Acceptance Testing (UAT), and validating that the modernized solution meets business, security, accessibility, privacy, and compliance requirements.

The ideal candidate will have strong analytical, communication, organizational, testing, and stakeholder-management skills, with the ability to work independently and collaboratively in an Agile/Scrum environment.

Key Responsibilities:

• Document and analyze existing requirements for the CAI application and verify that all critical business functionality is accounted for during modernization.
• Analyze legacy applications, business processes, workflows, and system functionality to identify improvement opportunities.
• Work with business unit subject matter experts to gather, validate, and document business and system requirements.
• Prioritize requirements and, where applicable, link them to legislative, policy, regulatory, and business requirements.
• Identify opportunities for process improvement, business process reengineering, and system optimization.
• Recommend system improvements while ensuring existing key functionality is retained or appropriately enhanced.
• Propose new features and capabilities that provide measurable business value.
• Translate business requirements into clearly defined user stories and acceptance criteria in collaboration with the Product Manager.
• Ensure requirements and user stories are clearly understood by Product Owners, developers, Data Modelers, and other technical delivery team members.
• Participate in discussions regarding technical approaches, including platform, architecture, integration, and modernization considerations, as needed.
• Collaborate with Product Managers and technical teams to clarify requirements and resolve functional questions.
• Identify business, technical, process, and delivery risks, dependencies, and impediments.
• Support Agile/Scrum ceremonies, planning activities, backlog refinement, and requirements-related discussions.
• Use Agile project management and requirements tools such as Azure DevOps, Jira, or similar platforms.
• Develop and maintain requirements documentation, process documentation, user stories, acceptance criteria, and supporting artifacts.
• Participate in testing activities for large-scale projects to validate that system functionality meets documented requirements.
• Develop or support test scenarios and validate functionality against business requirements and acceptance criteria.
• Lead and coordinate User Acceptance Testing (UAT), including planning, execution, defect tracking, issue resolution, and stakeholder coordination.
• Work with business users and technical teams to validate test results and confirm that identified issues are appropriately addressed.
• Support change management, user adoption, communications, and training activities associated with the modernized solution.
• Ensure the solution aligns with Commonwealth of Pennsylvania and PA PUC standards for security, accessibility, data privacy, and compliance.
• Apply knowledge of accessibility requirements, including WCAG 2.1, where applicable.
• Provide recommendations and clearly communicate analysis and findings to business stakeholders and IT leadership.
• Prepare and provide regular status updates, findings, risks, recommendations, and project-related information to IT leadership and business sponsors.
• Facilitate communication between technical and non-technical stakeholders to ensure shared understanding of requirements and proposed solutions.
• Manage competing priorities and coordinate multiple requirements, testing, and stakeholder activities effectively.
• Work independently while contributing effectively as part of a cross-functional delivery team.

Minimum Experience:

• Minimum 5 years of Business Analyst experience , including at least 3 years in a Senior Business Analyst / Senior Analyst role .
• Demonstrated experience analyzing legacy applications or leading requirements gathering for digital transformation initiatives.
• Strong experience gathering, analyzing, documenting, and validating business and system requirements.
• Demonstrated experience translating business requirements into clearly understood user stories and acceptance criteria.
• Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps, Jira, or similar.
• Experience testing large-scale projects and validating system functionality.
• Demonstrated experience leading and coordinating User Acceptance Testing (UAT).
• Strong experience working with both technical and non-technical stakeholders.
• Excellent written and verbal communication skills.
• Strong organizational and prioritization skills with the ability to manage competing demands.
