DESCRIPTION OF WORK
This position plays a pivotal part in expanding contracting opportunities for small, small diverse, and veteran-owned businesses. As a Small Business Analyst (Equal Opportunity Specialist 2), you will perform the following duties:
- Goal Setting Analytics: Conduct complex calculations and analyze project scopes, cost estimates, and historical spend data to set objective, realistic participation goals
- Contract Analysis: Examine project documentation for wide range of contracts including construction, professional services, and goods procurement to confirm accuracy, clarity, and alignment
- Vendor Assistance: Serve as a resource for vendors, offering technical support on certifications, contract navigation, and Good Faith Effort documentation
- Internal Client Liaison: Build working relationships with internal client agencies' procurement and project managers
- Outreach and Education: Participate in industry events and agency training to encourage broader small business engagement
- Responsiveness Reviews: Evaluate the responsiveness and merit of subcontracting plans submitted by bidders, facilitate Procurement Review Group (PRG) meetings, and advise on waiver determinations
Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Successful completion of the Pennsylvania Management Associate program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor's degree; or
- An equivalent combination of experience and training.

WORK BEHAVIOR 4 - TECHNICAL ASSISTANCE AND CONSULTATIVE SERVICES Provides technical assistance and consultative services to program staff, as well as internal and external stakeholders, concerning the use of data for improving the quality of program services and outcomes for individuals served. Consults with program staff to help assess, identify, and define programmatic areas in need of further analysis and improvement, and provides recommendations for solutions and improvement, as well as support for improvement activities as needed. Advises on the development of criteria for program evaluation and on the completion of reporting requirements for program evaluation.
