Deputy Director, Multifamily Housing and Homeownership Programs

Reports To: Mayor's Office of Housing and Community Development Director
Reporting directly to the MOHCD Director, the Deputy Director, Multifamily Housing and Homeownership Programs provides executive leadership for the City’s affordable multifamily housing production, preservation, housing finance, construction oversight, and homeownership programs. In coordination with the Director, the Deputy Director establishes the strategic direction for these program areas, oversees policy development and implementation, and advances innovative financing and programmatic initiatives that expand affordable housing opportunities and sustainable homeownership throughout San Francisco.
The Deputy Director provides executive oversight of the Homeownership and Multifamily Rental Housing Division that includes 38 staff members.
Additionally, the Deputy Director provides direct supervision to 5 Director-level leadership staff responsible for these major program areas:
- New Construction
- Acquisition and Preservation
- Housing Finance
- Homeownership Programs
- Construction Representation
New Construction
MOHCD’s New Construction Program is led by a Director who manages a team of project managers and loan administrators responsible for developing 100 percent affordable housing throughout San Francisco. Responsibilities include underwriting projects for approval by the Citywide Loan Committee and Board of Supervisors; overseeing affordable housing development partners during programming, predevelopment, construction, marketing, and lease-up; administering the City’s Land Dedication Program; and closing construction and permanent financing.
Acquisition and Preservation
The Acquisition and Preservation Program is led by a Director responsible for financing the acquisition, rehabilitation, and long-term preservation of affordable multifamily housing. The program oversees refinancing and restructuring of existing affordable housing developments, administers the Small Sites Program, coordinates acquisition financing strategies, and partners with nonprofit developers, lenders, and public agencies to preserve affordable housing throughout the City.
Housing Finance
The Housing Finance Director is responsible for coordinating MOHCD’s multifamily financing and underwriting activities, including affordable housing revenue bonds, loan structuring, lending policies, capital financing strategies, and funding procurements. The Director evaluates federal, state, and local financing opportunities to maximize affordable housing resources and develops policies that strengthen the City’s affordable housing investment strategies.
Homeownership Programs
MOHCD’s Homeownership Programs are led by a Director responsible for the City’s affordable homeownership initiatives, including Inclusionary ownership programs within market rate housing and the sale and re-sale of Below Market Rate (BMR) units, first-time homeowner assistance programs, and related affordable homeownership opportunities. The Director oversees the secondary lending activities and administration of all homebuyer and homeowner loan programs including loan servicing of approximately 850 market rate property loans. Creating an average of 200 new first-time homeowners each year, the Director oversees the implementation of all homeownership programs generated by the Office of Community Investment and Infrastructure (OCII) and other affordable homeownership initiatives designed to expand equitable access to homeownership. The Director works closely with the Homeownership Compliance Manager to ensure households purchasing market rate housing with City assistance remain program eligible throughout their ownership. The Director develops and implements policies, oversees program operations, and collaborates with lenders, nonprofit organizations, developers, community-based organizations, and public agencies to advance the City’s affordable homeownership goals.
Construction Representation
A Senior Construction Representative manages a team of construction professionals responsible for evaluating MOHCD-funded projects throughout all phases of development to ensure cost efficiency, constructability, and compliance with program and design standards. The team monitors projects during construction through project closeout and works collaboratively with project sponsors and regulatory agencies to resolve development issues.
Job DescriptionEssential Duties and Responsibilities
The Deputy Director’s responsibilities include, but are not limited to:
- Serve as a member of MOHCD’s Senior Leadership Team, providing executive leadership on agency priorities, strategic initiatives, and organizational management.
- Provide executive leadership for the City’s multifamily housing production, acquisition, preservation, housing finance, and homeownership programs.
- Establish strategic direction and organizational priorities for the Division.
- Supervise Director-level managers responsible for major housing program operations and ensure effective coordination across all functional areas.
- Manage MOHCD’s affordable housing pipeline by coordinating multifamily pipeline budget review meetings, maintaining up to date the multifamily budget projections, and overseeing the strategic allocation of local, state, and federal funding resources supporting affordable homeownership and multifamily housing production and preservation.
- Develop and implement policies, funding strategies, and innovative financing approaches that expand affordable housing production, preservation, and homeownership opportunities.
- Oversee the review and approval process for new construction, acquisition, preservation, housing finance, and homeownership funding recommendations, ensuring timely executive review and successful approval by the Citywide Loan Committee and Board of Supervisors.
- Serve as MOHCD’s executive lead for joint development agreements and coordinate affordable housing planning efforts with the Office of Economic and Workforce Development, Office of Community Investment and Infrastructure and other City agencies.
- Foster strategic partnerships with City departments, elected officials, affordable housing developers, lenders, realtors, nonprofit organizations, community-based organizations, and regional, state, and federal partners to advance the City’s housing goals.
- Recommend and implement policies, procedures, and strategic initiatives that improve organizational performance, operational effectiveness, and equitable access to affordable housing and homeownership opportunities.
- Oversee division budgets, contracts, funding allocations, and administrative resources to ensure responsible stewardship of public funds.
- Represent MOHCD before the Mayor, Board of Supervisors, City commissions, community organizations, industry partners, and the public on affordable housing policy, financing, and homeownership initiatives, as necessary.
- Identify emerging housing needs and recommend innovative financing strategies, public-private partnerships, and policy solutions that advance the City’s affordable housing and homeownership objectives.
- Champion equity, innovation, collaboration, and continuous improvement across all Multifamily Housing and Homeownership Programs.
- Perform related duties as assigned.
Provide strong leadership, manage subordinate staff, exercise effective judgment in critical/emergency situations, analyze complicated and sensitive issues, and communicate and provide options clearly to the Mayor, Mayoral staff, commissions, boards, committees, other agencies and the public. Apply the principles of public administration, financial and personnel management and effectively interpret all applicable laws, ordinances and codes. Exercise independent analysis, adaptability and judgment on specialized proposals with difficult, complicated options. Effectively present Mayor's policies and opinions to outside entities such as the public, boards, commissions and government agencies. Maintain harmonious relationship with managers, City officials, unions, employees and the public.
