Job Description
Reporting directly to the Chief Probation Officer, the 0952 Deputy Director II of Restorative & Prevention Services is a key executive leadership role responsible for directing, strategic planning, and operational scaling across three vital divisions: Pretrial Services, Reentry Services, and Violence Response Services. The Deputy Director provides vision, administrative direction, and executive oversight to ensure seamless, evidence-based, and client-centered care. By leveraging data, expanding service capacity, and cultivating cross-system partnerships with courts, law enforcement, healthcare providers, and community stakeholders, the Deputy Director advances system reform, reduces recidivism, enhances court appearance rates, and promotes long-term public safety and community restoration.
Ideal Candidate Profile
The ideal candidate is an accomplished, visionary, and compassionate criminal justice leader with a proven track record of directing complex, multidisciplinary operations and building high-performing teams. This individual possesses deep expertise in evidence-based pretrial practices, risk assessment methodologies, focused deterrence, violence reduction strategies, and continuity-of-care models (including housing stabilization, workforce development, behavioral health, and substance use interventions).

- Strategic & Equity-Centered Leadership: Demonstrated ability to inspire organizational culture, drive care-first reform, address systemic and implicit bias, and elevate professional development for sworn and non-sworn personnel.
- Cross-System Collaboration: Expertise in navigating and aligning complex, siloed government systems, collaborating effectively with judges, prosecutors, defense counsel, law enforcement, CBOs, victim advocates, and community leaders.
- Data-Driven & Fiscal Acumen: Highly skilled in performance management, outcome evaluation, technology integration, and multi-million-dollar budget oversight, contract administration, and resource allocation.
- Subject Matter Mastery: Comprehensive understanding of court processes, criminal records, legal codes, bail statutes, supervision technologies, and trauma-informed, culturally responsive interventions.
Key Duties & Responsibilities
In accordance with Civil Service Commission Rule 109, representative duties include, but are not limited to, the following:
Executive & Strategic Leadership
- Provide strategic direction, vision, and administrative oversight for the Pretrial Services, Reentry Services, and Violence Response Services Divisions.
- Formulate, enforce, and evaluate division goals, operational standards, standard operating procedures (SOPs), and departmental policies aligned with executive directives and community safety goals.
- Serve as a key advisor to the Chief Probation Officer and represent SFAPD in executive decision-making, interagency committees, community forums, and media/public inquiries.
- Drive care-first and equity-centered systemic reforms that reduce unnecessary detention, address disproportionate impact, and foster public trust.
Operational Management & Service Integration
- Direct division managers and operational teams, ensuring daily service delivery aligns with evidence-based practices, statutory requirements, and quality control standards.
- Coordinate and leverage the Community Assessment Services Center (CASC) to establish robust referral pathways for case management, housing, workforce development, legal aid, behavioral health, and court-ordered release conditions.
- Oversee the proper application and integration of supervision technologies, electronic monitoring, criminal records systems, and data collection tools.
- Review and modernize training curricula for sworn and non-sworn staff to ensure high-quality delivery of trauma-informed, developmentally appropriate, and culturally responsive services.
Fiscal, Contractual & Data Governance
- Oversee the development, implementation, and monitoring of multi-million-dollar divisional budgets, resource allocations, and financial reporting.
- Manage public and CBO contracts, ensuring optimal resource utilization, operational efficiency, vendor performance, and strict regulatory compliance.
- Lead data management, performance metrics, and research efforts to evaluate program impact, inform policy decisions, enhance transparency, and prepare executive reports.
Stakeholder Engagement & Community Partnerships
- Build and maintain strong collaborative relationships with the Superior Court, District Attorney, Public Defender, Sheriff's Office, law enforcement, CBOs, faith-based partners, and victim advocates.
- Conduct stakeholder outreach to secure, maintain, and expand funding, grant opportunities, and strategic support for violence reduction and reentry initiatives.
Qualifications
Minimum Qualifications
• Education: Possession of a Bachelor’s degree from an accredited college or university in Criminal Justice, Social Work, Public Administration, Behavioral Sciences, Social Sciences, or a closely related field.
• Experience: Three (3) years of extensive management experience leading and directing a complex organization or division providing human, social, or criminal justice services (e.g., pretrial, rehabilitation, social welfare, probation, parole, corrections, law enforcement, or administrative/legal services). All three (3) years must include supervisory experience.
• License: Possession of a valid California Class 'C' Driver's License.
• Substitution Note: Additional qualifying experience may substitute for the required education on a year-for-year basis (up to a maximum of 2 years). An advanced degree (Master's or Juris Doctor) in Law, Public Administration, Public Policy, Social Work, or a related field may substitute for one (1) year of the required general experience (supervisory experience remains required).
This position requires the ability to work flexible hours, which may include evening meetings and weekend engagements and work duties as necessary to fulfill departmental and community representation duties.
Desirable Qualifications
- Advanced Degree (J.D., M.S.W., M.P.A., M.P.P., or M.S.) in a relevant field.
- Demonstrated experience directing multi-divisional operations within a large, complex public or non-profit agency.
- Extensive legal background or experience practicing law/providing legal counsel within governmental or criminal justice systems.
- Deep knowledge of California legal codes, criminal court procedures, bail statutes, and risk assessment instruments.
- Proven expertise in evidence-based practices, including focused deterrence, trauma-informed care, restorative justice, and community-based violence intervention.
- Direct experience managing programs serving unhoused populations, individuals with serious mental illness, or substance use disorders.
- Track record of leveraging technology systems and modern data tools to streamline operations and enhance performance transparency.
- Strong experience in multi-million-dollar budget management and CBO contract oversight.
