THE POSITION
Under general supervision, the IT Network Specialist performs a variety of complex duties in managing, maintaining, and securing centralized server IT hardware and software to ensure reliable and efficient network operations. This role supports city-wide automation, enhances service delivery, and drives productivity through system design and technical expertise. The IT Specialist is responsible for coordinating maintenance, testing, monitoring, security and troubleshooting of centralized server IT hardware and software, and collaborates on IT projects, provides technical support, and ensures the city's network infrastructure remains secure, scalable, and aligned with operational needs. The position supports all City Departments including Police and Fire. Performs other related duties as assigned.


EXAMPLES OF ESSENTIAL DUTIES

  • Administer and maintain Microsoft 365 services, including Exchange Online, Entra ID, Purview, SharePoint, OneDrive, and Teams;
  • Manage server hardware in an enterprise environment, including data center maintenance, server installation, and network storage management;
  • Oversee and maintain virtualized platform, such as VMware vSphere, ProxMox;
  • Configure and manage network equipment, including routers, switches, firewalls, VPNs, and wireless access points;
  • Administer Windows Server environments, local and cloud, including Active Directory, Entra ID, File/Print servers, Group Policy, DNS, and DHCP;
  • Oversee backup solutions, disaster recovery, and business continuity processes to ensure data integrity and system availability;
  • Implement and monitor security principles, including Endpoint Detection and Response (EDR) solutions, and perform security audits to protect systems and equipment;
  • Utilize scripting languages, particularly PowerShell, to automate tasks and improve system efficiency;
  • Analyze client requirements for new and existing systems, recommend solutions, and design systems to enhance automation and productivity;
  • Provide technical guidance and training to end users to support effective use of IT systems;
  • Research, assess, and recommend new technologies to improve network operations and city processes;
  • Prepare clear, concise, and accurate documentation for systems, networks, and processes;
  • Collaborate with the Systems Analyst and other IT professionals on system deployment, network modifications, and IT projects;
  • Exercise sound independent judgment within general policy guidelines while handling sensitive or confidential issues with tact and diplomacy;

QUALIFICATION GUIDELINES
EDUCATION & EXPERIENCE
  • Education:
    • Graduation from an accredited four-year college or university with a major in Information Technology, Network Administration, Computer Science, or a closely related field is required.
  • Experience:
    • Three (3) years of progressively responsible full-time experience in the design, implementation, administration, and troubleshooting of local and wide area networks (LAN/WAN) is required.
    • Two (2) years of full-time municipal or public sector IT experience is highly desirable.
    • Knowledge of cybersecurity principles and practices is highly desirable.
LICENSES AND CERTIFICATIONS
  • Must possess a valid California Class C driver's license at the time of appointment and as a condition of continued employment, and comply with the City's Motor Vehicle Safety Policy during the course of employment.
  • In accordance with California Government Code Section 3100, City of Monterey Park employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.

Physical Demands

While performing the duties of this job, the employee's primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information..

Specific vision abilities required for this job include close vision, color vision and the ability to adjust focus.

Mental Demands

While performing the duties of this class, an employee uses written and oral communication skills; reads and interprets data, information and documents; analyzes and solves complex problems; uses math and mathematical reasoning; learns, trains and applies new information or skills; performs highly detailed work for long periods; deals with frequently changing deadlines, frequent interruptions and multiple concurrent tasks; and interacts with others encountered in the course of work.
Work Environment: The employee works primarily in a standard office environment with controlled temperature settings in City Hall. The employee will have frequent interruptions and distractions; and extended periods of time viewing a computer monitor.
Following is a summary of the provided benefits. For further information, refer to the unit's Salary Resolution or Memorandum of Understanding.
  • HOLIDAYS: 116 hours of paid holidays per year.
  • VACATION: 80 hours of vacation each year plus eight additional hours for each year served beginning with the employee's sixth anniversary to a maximum of 200 hours per year.
  • ADMINISTRATIVE LEAVE: FLSA-exempt positions accrue 40 hours of administrative leave per fiscal year.
  • SICK LEAVE: 88 hours annually. Upon retirement an employee is paid for 50% of accumulated sick leave and 25% paid upon separation.
  • MEDICAL INSURANCE: The City contributes up to $1,450 per month toward medical insurance for employee, eligible dependents and retirees. Employees have a variety of medical insurance plans to choose from. Employees who waive City-paid medical coverage and present proof of insurance in a non-City employee's health insurance plan will receive $300 per month cash in lieu.
  • DENTAL INSURANCE: The City contributes up to $100 per month toward dental insurance for the employee and eligible dependents.
  • VISION INSURANCE: The City contributes up to $30 per month toward vision insurance for the employee and eligible dependents.
  • LIFE INSURANCE: The City provides a $100,000 life insurance policy. Additional life insurance is available.
  • LONG TERM DISABILITY INSURANCE: The City pays the premium for long-term disability insurance for the employee.
  • RETIREMENT: Employees are covered by the Public Employees' Retirement System at, 2.7%@55 (Classic), single highest year or 2%@62 (PEPRA), three average years, as determined by PEPRA. Classic members pay the full 8% and new members pay 7.25% of the employee contribution. The City does not participate in the Social Security System, except for the mandatory 1.45% Medicare contribution.
  • EMPLOYEE ASSISTANCE PROGRAM: Regular, full-time employees are eligible for participation in the Employee Assistance Program that provides confidential counseling and consultation services for family, stress, financial and legal issues.
  • MEDICARE: Employees pay the mandatory 1.45% Medicare contribution.
  • CREDIT UNION: F & A Credit Union is available to employees.
  • DEFERRED COMPENSATION: Available to all employees who wish to participate. City contributes up to $100 per pay period for enrolled employees.
  • BILINGUAL PAY: $50.00/month for the ability to speak a qualified second language. An additional $50.00/month available for the ability to translate documents in a qualified second language. Employees certified by the City as bilingual translators for both verbal and transcription receive $150/mo.
  • TUITION REIMBURSEMENT: Those who have passed probation are eligible for reimbursement up to $4,500 annually for approved courses & books at Cal-State LA University tuition rates.
  • DRUG/ALCOHOL FREE WORKPLACE: It is the policy of the City of Monterey Park to maintain a drug and alcohol free workplace. Applicants for City employment are expected to comply with this policy.
  • IMMIGRATION REFORM AND CONTROL ACT OF 1986: In compliance with IRCA of 1986, all new employees must verify identity and entitlement to work in the United States by providing required documentation.
