Budget Analyst
National Park Service
Summary This position is located in Natchez Trace Parkway, in the Administration Division. Responsibilities This position serves as a Budget Analyst in the Administrative Division. The incumbent serves as a consultant and advisor in all phases of budget and related financial management matters. Provides leadership to managers of budget programs in budget formulation and execution. Formulates and executes broad financial plans and policies affecting the authorization and use of funds. Prepares, recommends, and justifies the allocation of funds based on analysis of the budget presentation, legislative directives, workload analyses, annual work plans, field estimates and reports, and financial studies and investigations to achieve a sound financial management program in the National Park Service (NPS) and to ensure equitable and correlated distribution of funds. Directs the preparation of fund allocation charts, tables, and summaries, together with detailed instructions as to authorizations, limitations, and guidelines relating to the use of funds to expeditiously accomplish allotment advice actions. Park Information: The Natchez Trace Parkway is a tribute to the ancient travel route called the Natchez Trace, which has a rich history as one of North America's oldest transportation paths. This modern Parkway spans a remarkable 444 miles, requiring over 10 hours to journey from one end to the other. It spans across three states, encompassing 25 counties and 20 communities, with a combined residential population of nearly two million people. Additionally, there are over 3,000 commercial and private landowners residing alongside the Parkway boundary. The completion of the modern Parkway occurred in 2005, establishing it as one of the largest units within the national park system, covering a vast geographic range. The Parkway corridor extends over five degrees of latitude and boasts an impressive 52,000 acres of breathtaking scenic beauty. Within this expanse, visitors can immerse themselves in a diverse array of traditional southern landscapes, including forests, wetlands, prairies, rivers, pastures, and croplands. These natural wonders are accompanied by rich cultural and historic resources, creating an immersive experience for all who traverse its path. Recognizing its immense value, the Natchez Trace Parkway was rightfully designated as a National Scenic Byway and All-American Road in 1996. This prestigious acknowledgment is a testament to the Parkway's significant historic, cultural, natural, and scenic qualities. In 2014 alone, the Parkway welcomed nearly 6 million visitors, solidifying its position as the eighth most visited National Park Service place in the entire nation. The Headquarters of the Natchez Trace Parkway, a scenic and historic roadway that stretches from Mississippi to Tennessee, is located in Tupelo. The main visitor center provides a wealth of information for those interested in learning about the parkway's significance and exploring the surrounding attractions. For additional details, we invite you to explore our website at Natchez Trace Parkway (U.S. National Park Service). Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Complete the initial online assessment and USAHire Assessment, if required. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to occasionally travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. All qualifications must be met by the closing date of this announcement-07/06/2026-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes but is not limited to the following: experience in budget execution; experience auditing and reconciling financial records; experience using financial controls and cost analysis procedures; and activities such as budget formulation and distribution to subaccounts; providing information on salary calculations and programming salary expenses into a planning tool such as AFS-4; experience training or supervising others in budget execution; experience tracking, reconciling, reporting, and providing guidance to others on use of multiple funding streams such as appropriated funds, donations, leasing, or concessions income. You must include hours per week worked on your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location. Please annotate your application to reflect that you are applying as a CTAP eligible. If you are selected for Federal employment, you will be required to fill out a Declaration of Federal Employment, OF-306, prior to being appointed to determine your suitability for Federal employment and to authorize a background investigation. Failing to answer all questions truthfully and completely or providing false statements on your application may be grounds for not hiring you, or for firing you after you begin work. Also, you may be punished by fine or imprisonment (U.S. Code, Title 18, section 1001). Education There is no substitution of education for experience at the grade level(s) of this announcement. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Working Conditions: The work is performed in a typical office or conference setting, devoid of unusual risks. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals, ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF-50s. If you believe you have a disability (i.e., physical or mental), covered by the Rehabilitation Act of 1973 as amended, that would interfere with completing the USA Hire Competency Based Assessments, you will be granted the opportunity to request a RA in your online application. Requests for RA for the USA Hire Competency Based Assessments and appropriate supporting documentation for RA must be received prior to starting the USA Hire Competency Based Assessments. Decisions on requests for RA are made on a case-by-case basis. If you meet the minimum qualifications of the position, after notification of the adjudication of your request, you will receive an email invitation to complete the USA Hire Competency Based Assessments, based on your adjudication decision. You must complete all assessments within 48 hours of receiving the URL to access the USA Hire Competency Based Assessments, if you received the link after the close of the announcement.
