This position is located in Tallahassee, FL
The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hour a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. It is against this backdrop that FDEM strives to demonstrate its mission of, “Coordinate, collaborate, and communicate with our community stakeholders for a resilient Florida”, along with our vision of “Leading the Profession in building prepared and resilient communities”.
Position Overview and Responsibilities:
This position serves as the Procurement Director of the Office of Procurement and Contract Management responbile for supervising and coordinating all purchasing and procurement activities for FDEM. Also, responsible for maintaining FDEM’s purchasing and procurement policies consistent with state statutes, laws and regulations, and implementing those policies throughout FDEM. Oversees the implementation of the state and federal contract tracking requirements for FDEM through Florida Accountability Contract Tracking Systems (FACTS) and Federal Funding Accountability & Transparency Act (FFATA). Participates in the formulation of financial business plans and coordinates purchasing and procurement with other areas of the FDEM, Bureau of Financial Management, and Department of Management Services’ State Purchasing Office.
Specific duties and responsibilities include, but are not limited to:
- Provides direction, supervision, and coordination of activities for preparing, evaluating, reviewing, and administering procurement activities for FDEM.
- Advises and assists in all matters concerning procurement.
- Maintains a detailed knowledge of laws, rules, and regulations pertaining to State of Florida procurement.
- Coordinates the maintenance of the FACTS and FFATA state and federal contract tracking systems and coordinates the requirements to maintain data input with all bureaus/offices.
- Performs assigned reporting and reconciliation reports as necessary.
- Reviews procurement administration policies, procedures, guidelines and related directives to be implemented; evaluating impact on FDEM. Identifies potential problems and recommends appropriate actions.
- Assists in conducting fiscal and administrative training and provides technical assistance for local governments, FDEM staff, and other state agency personnel.
- Serves as representative, liaison or consultant to local, state, and federal administrative committees and/or workshops pertaining to State of Florida procurement.
- Assists in the preparation of work programs, agency functional and program plans, operational implementation of planning decisions, and the resolution of problems.
- Supports emergency operations of FDEM and performs travel and other related duties, as required.
In response to emergency events, FDEM employees may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including nights, weekends, and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee’s position description. Employees must be able to deploy to emergency sites with limited advance notice.
Knowledge, Skills, and Abilities:
- Knowledge of the principles and practices of state/federal purchasing laws, rules, regulations, and processes.
- Knowledge of contract administration and management best practices.
- Knowledge of accepted contract negotiation principles.
- Ability to plan, develop, and administer comprehensive internal processes and instruments related to contract administration, procurement, and fiscal management.
- Ability to analyze, prioritize, and manage a high volume of multiple assignments and tasks in a timely manner.
- Ability to supervise managers, subordinate staff, and their workloads.
- S kill ed in writing and reviewing documents for accuracy and completeness.
- Ability to communicate effectively, both written and verbal.
- Skilled at collaborating with others to monitor and manage contracts, scrutinize contractor performance, and measure quality and compliance within contract terms and conditions.
- Ability to prepare reports, correspondence, guidelines, and presentations.
- Knowledge of the Florida Accountability Tracking System (FACTS).
- Knowledge of and ability to apply basic accounting and auditing principles and procedures.
Minimum Qualifications:
- A minimum of six years’ experience in state or federal procurement and contract management.
- A minimum of two years’ experience in a supervisory role.
- A valid Florida Certified Contract Manager (FCCM) designation or the ability and willingness to obtain one within six months of hiring.
- Experience using Microsoft Office Suite (Excel, Word, Outlook) with the ability to learn and navigate division enterprise business systems.
- Valid driver’s license.
