Position Summary Metro’s Office of Risk, Readiness, & Resilience (R3) is seeking a Risk Manager to strengthen how Metro identifies, evaluates, manages, and responds to risk across the organization. The role leads a high‑impact, agency‑wide program focused on enterprise risk management, insurance and claims administration, occupational health and safety oversight, and risk‑informed decision making. Working across departments and with external partners, the Risk Manager builds relationships, supports problem solving, and advances a more coordinated and mature approach to risk management. As the Risk Manager You Will Lead Metro’s risk management program, including enterprise risk management, insurance and claims administration, and occupational health and safety oversight. Manage program budgets, contracts, work plans, and operational priorities. Supervise risk management staff and provide coaching, direction, and performance management. Build partnerships with departments, facilities, and operational staff to improve risk awareness, support problem‑solving, strengthen risk management practices, and advance organizational resilience. Oversee insurance, claims, and risk financing activities in coordination with insurers, brokers, legal counsel, and departments. Provide consultation, guidance, and support to departments on risk identification, mitigation, insurance, and loss prevention strategies. Develop and implement risk management policies, standards, and continuous improvement initiatives. Coordinate enterprise risk management activities and help develop Metro’s enterprise approach to identifying, assessing, and managing risk. Lead risk assessments, incident trend analysis, and loss prevention initiatives. Attributes for Success Knowledge of risk management practices, including enterprise risk management, occupational health and safety, insurance, claims administration, and compliance. Ability to build strong working relationships and collaborate effectively, using a people‑focused and service‑oriented approach. Skill in turning big‑picture strategies into practical actions that can be implemented in real situations. Experience leading, supervising, or supporting staff and teams, including coaching and helping others grow in their roles. Ability to handle multiple priorities and work with different stakeholders, staying flexible and effective in complex situations. Good judgment and decision‑making skills, especially when information is limited or situations are changing quickly. Ability to lead through influence, collaboration, and consultation. Maintains confidentiality and handles sensitive information with professionalism. Minimum Qualifications Bachelor’s degree in the assigned program area or related field (examples could be Risk Management, Public Administration, Organizational Leadership). Three (3) years leading or supervising people. Two (2) years project management experience in a similar role or area of responsibility. Any combination of education, professional, volunteer and lived experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities. Required Be able to successfully complete a background check at time of hire. Work Environment and Schedule This position will be required to work primarily on‑site/in‑person. Regular hours are Monday – Friday, with occasional evening, weekend, or holiday work as needs arise. Hybrid telework is available but successful performance requires regular on‑site engagement across Metro facilities and operations to build relationships, understand operational risks, and support effective risk management practices. Hybrid Telework Position designated as hybrid telework. You will be required to work on‑site and may have the option to work away from your assigned location. Employees must reside in Oregon or Washington. The specific schedule and balance of onsite and telework will be discussed with the hiring manager at the time of offer. Eligibility Statement If terminated for cause during any employment with Metro, or resigned in lieu of termination, you may be ineligible for rehire for a minimum of three years. Compensation and Benefits Full‑salary range: step 1 – $122,301.12 to step 6 – $156,091.17 annually. Likely appointment will be between step 1 and step 3.
