About the Position For more information about this job please see the full recruitment brochure: Description Under general direction, plans, organizes, coordinates, and supervises staff and operations of the Building Division, including permit center and office operations, plan review, building inspection, and enforcement. Manages the effective use of division resources to improve productivity and customer service, provides complex support, and performs related duties as assigned. Supervision Receives general direction from the Chief Building Official, Town Planner, or the Community Development Director. Exercises direct supervision over professional, technical, and administrative support staff. Class Characteristics This supervisory classification is responsible for planning, organizing, supervising, reviewing, and evaluating the work of assigned staff, ensuring adherence to policies, short- and long-term planning, and coordination of key programs with other Town divisions, external agencies, and the public. The class is distinguished from the Chief Building Official, who has full management authority and requires a Building Official Certification. Typical Job Functions Plan, organize, assign, supervise, and review the work of assigned staff; train staff; evaluate performance; counsel employees; recommend disciplinary action; assist in selection and promotion. Participate in developing goals, policies, and procedures; develop and standardize procedures to improve efficiency; assess and monitor workload and reporting relationships; identify opportunities for improvement. Provide information and assistance at the front counter, on the phone, and via e‑mail regarding community development, building, and permit processes, fees, and procedures. Develop requests for proposals, prepare scope of work, evaluate proposals, negotiate contracts, and administer contracts to ensure compliance and quality. Assist in coordinating major projects with other Town departments, local jurisdictions, agencies, and regional, state, and federal agencies. Supervise and assist with permit center operations, plan review, and building inspection issues; research issues, evaluate alternatives, and make recommendations; meet with property owners, developers, and contractors. Collaborate with property owners, developers, architects, engineers, contractors, the public, and Town staff to coordinate programs and facilitate community participation. Direct establishment and maintenance of official division files. Represent the division in meetings with the public, land developers, and outside agencies; negotiate and resolve significant issues; interpret and apply laws and regulations. Investigate and respond to difficult and sensitive problems and complaints professionally; identify findings and take corrective action. Perform related duties as assigned. Ensure compliance with laws, codes, regulations, policies, and standards. Represent the department and Town in meetings with agencies, community groups, and professional organizations. Organize work, set priorities, meet deadlines, and follow up on assignments. Use computer systems, software applications, and modern business equipment. Communicate clearly and concisely, orally and in writing, with proper grammar and syntax. Use tact, initiative, prudence, and independent judgment within policy and legal guidelines. Physical Demands Mobility to work in a standard office setting and use standard office equipment, including a computer. Primarily sedentary work; may require standing, walking between work areas, bending, stooping, kneeling, reaching, pushing, and pulling drawers up to 25 pounds. Vision to read printed materials and a computer screen. Hearing and speech to communicate in person and over the telephone. Finger dexterity to input data using a keyboard or calculator and operate office equipment. Working Conditions Employees work primarily in an office environment with moderate noise, controlled temperature, and no direct exposure to hazardous substances. Employees may interact with upset staff or the public in enforcing departmental policies. Education and Experience Equivalent to completion of the twelfth (12th) grade supplemented by courses in planning, construction management, architecture, engineering, or a related field and three (3) years of increasingly responsible experience in construction management and/or project management, including one (1) year of supervisory experience and/or office management experience. Licenses and Certifications None. Benefits Vacation Leave: 0–4 years: 10 days; 5–11 years: 15 days; 12+ years: 20 days; 240‑hour cap. Sick Leave: 8 hours per month, 1,000‑hour cap. Paid Holidays: 13 paid holidays plus 8 floating hours and 8 alternative schedule offset hours usable as vacation. Administrative Leave: 80 hours of paid leave per fiscal year. Retirement Plan: CalPERS (formula based on membership date) – 2.0% at age 62, 2.5% at age 55 for Classic PERS members without a service break of 6 months or more.
