IT Specialist (Business Analyst)Duration: 24 MonthsLocation: Rensselaer, NY 12144 (Hybrid – 50% Telecommuting)Position Type: ContractHours Per Week: 40Interview Type: Webcasting – Candidate must be on cameraDepartment: Office of Children and Family Services (OCFS)Scope of Project: The Adult Services Automated Project (ASAP.net) Federal Changes position is for an experienced IT Specialist to assist the program area with documenting, developing, and maintaining business applications and processes and system requests for the adult protective services statewide database ASAP.Net for compliance with new federal requirements. The position will check current system reports for accuracy against current scripts and intended outputs, track work products and enhancement requests, create desk support guides, and assist with testing. ASAP.Net is the statewide system of record for local social services agencies outside of NYC to track referrals, eligibility decisions, and ongoing casework for adult protective services. ASAP.Net requires a complete update/change to comply with new federal APS regulations. Predetermined reports are generated within the system, and reports run through COGNOS that reside in the OCFS Data Warehouse. The whole system and predetermined reports must be re-evaluated due to coding issues.Responsibilities:Meet with program staff to learn the current system requirements in ASAP.Net and understand the purpose of existing reports in ASAP.Net and COGNOS.Create and follow a set plan for design system changes.Check each predetermined report for accuracy against the current scripts.Meet with a report developer under another PERF to review reports against current scripts and develop new scripts as required.Facilitate business process information meetings with program staff.Document business processes and provide updates, meeting notes, and products for program review.Document new/enhancement requirements requested by the program.Facilitate requirements to the report developer.Assist with testing.Develop and maintain user support guides.Develop and maintain high-level system requirements.Assist with tracking work products and report requests.Document business processes and systems.The client-provided day-to-day responsibilities include requirements documentation, report validation, business process meetings, testing, user support documentation, and tracking of work products and report requests.Required Skills:84 months experience in facilitating meetings with users to identify & gather business needs, business rules & security requirements.72 months experience in validation of requirements against application performing unit & regression testing.60 months experience in developing complex reports into PDF and Excel.60 months experience in utilizing systems similar to COGNOS.Bachelor's Degree.Experience with ASAP.Net, COGNOS, and systems/reporting processes.Experience documenting business processes and high-level system requirements.Experience developing and maintaining user support guides.Experience tracking work products and report requests.
