Budget Analyst

Job DutiesServes as subject matter expert and independently performs a variety of work within three general budgetary areas: (1) budget execution; (2) review and analysis; and (3) financial reconciliation.Performs analysis and evaluation of programmed versus actual budgetary execution for the attainment of program objectives.Monitors work activity and results, provides advice and assistance, and trains other budget analysts within the office.Ensures reoccurring and known requirements are submitted into the budget execution process and financial reconciliation.Analyzes budget estimates and supporting data in the General Fund Enterprise Business System (GFEBS) provided by assigned staff elements.Provides recommendations to ensure compliance with regulatory, legal limitations and restrictions within the resource programs.Develops budget estimates for mission support, maintenance, personnel travel, and civilian pay by researching, compiling, and summarizing data required during the formulation of the annual budget.Interprets program and dollar guidance received from higher headquarters, HQDA, DOD, DFAS and other national intelligence agencies.Performs liaison and coordination with representatives of various government agencies and elements within INSCOM.Provides advice and assistance to staff budget analysts and major subordinate command budget analysts on budget execution, reprogramming of funds and reconciliation of accounts.
