The Payroll Manager has overall responsibility for managing and administering Jacobsen's multi-state payroll function working closely with the Accounting and Human Resources teams to ensure integration with planning, and systems. This role establishes and administers processes and procedures to ensure employees are paid timely and accurately in compliance with applicable rules and regulations. The position requires a strong performance orientation and attention to detail, a track record of delivering timely and accurate results and the ability to prioritize and deliver exceptional service to our employees. Your Day to Day Match credit card receipts to credit card statement transactions. Process weekly multi-state payroll, ensuring accurate and timely employee payments. Calculate new hire, termination, and adjustment pay; process expense reimbursements and garnishments. Review and audit timesheets for accuracy and completeness. Respond to employee inquiries regarding payroll, timekeeping, expenses, PTO, and accruals. Track and reconcile paid time off, including vacation, holidays, and sick leave. Set up new hires and rehires in payroll systems and verify data accuracy. Maintain employee payroll records and support employee and manager inquiries. Ensure employee hires, changes, and terminations are processed in compliance with payroll schedules and legal requirements. Maintain compliance with payroll laws, tax regulations, and government reporting requirements. Implement payroll-related regulatory changes and communicate updates to stakeholders. Review, audit, and validate payroll processing, reports, and paycheck distribution. Prepare and reconcile payroll reports to ensure accuracy and compliance. Process payroll adjustments, garnishments, support payments, bonuses, manual checks, and leave-related payments. Complete state registrations for payroll taxes, unemployment insurance, and withholding requirements. Respond to unemployment claims and state agency inquiries, including EDD requests. Ensure payroll systems support year-end tax reporting and ACA compliance. Prepare and file weekly, monthly, and annual payroll tax returns and related forms. Prepare workers' compensation payroll reports and related reporting requirements. Develop, maintain, and document payroll policies, procedures, and internal controls. Identify and implement process improvements to increase payroll efficiency and system utilization. Evaluate payroll system capabilities and recommend enhancements to improve operations. Perform other duties and responsibilities as assigned. How You Contribute Maintain strict confidentiality and security of employee payroll and personal information. Maintain expert knowledge of payroll best practices, multi-state payroll regulations, tax laws, and recordkeeping requirements. Stay current on payroll laws and regulatory changes, recommending and implementing process improvements as needed. Collaborate with managers across multiple states to resolve payroll inquiries, issues, and process questions. Create, maintain, and distribute payroll reports as requested. Provide excellent customer service to employees, managers, and internal stakeholders. Build and maintain strong partnerships with Accounting, Human Resources, and other departments. Ensure compliance with federal, state, and local payroll tax regulations; serve as the internal payroll compliance expert and respond to government agency inquiries. Maintain accurate employee records and process personnel changes in a timely, compliant manner. Review employee changes for proper authorization and compliance with company policies and applicable regulations. Maintain and update payroll and timekeeping sections of the employee handbook to ensure regulatory compliance. Adapt to changing business needs, processes, and technologies while embracing tools that improve accuracy and efficiency. Education & Experience An undergraduate degree in accounting or equivalent experience is required, preferably in the construction industry Minimum 6-8 years of progressive payroll work experience Summary Estimated wage ranges that may appear on this site have not been provided or verified by Jacobsen Construction.
