General Description
The Police Captain is responsible for the management of assigned division(s) and/or unit(s) within the Police Department to ensure the development and implementation of plans/strategies that properly investigate, identify and apprehend law violators, as well as promoting the law enforcement functions of public education regarding crime prevention for the City of Casselberry. The Police Captain is responsible for the direct supervision and evaluation of the performance of direct and subordinate staff. The Police Captain accomplishes work with freedom to establish, implement and oversee policies in the assigned division(s).

Typical Qualifications A. Education and Training: ABachelors' degree from an accredited college or university in political science, law enforcement, criminal justice, public administration or related field is required. A comparable combination of education and experience may be considered.
B. Experience: A minimum of ten (10) years' experience in police work, including a minimum of five (5) years' supervisory experience, with a minimum of three (3) at the management level, are required.
C. Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Driver's license. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record. Florida Crime Information Center/National Crime Information Center databases certifications. Candidates must possess a current valid Law Enforcement Certification from the Florida Criminal Justice Standards and Training Commission.

Travel is required primarily locally during the business day. This position is regularly required to use vision, speech and hearing, with or without assistive devices. The employee frequently is required to stand; walk; use hands and fingers, handle, or feel; and reach with hands and arms. Frequently the employee will be required to lift or carry up to ten (10) pounds and occasionally up to fifty (50) pounds.
C. Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: Law enforcement equipped vehicle, law enforcement equipped radios, firearms, mobile phone, desk phone, computer, handcuffs and other related police equipment.

Employee Infection/Exposure Risk Classification: Category II: Employee performs tasks that do not involve exposure to blood, body fluids or other potentially infectious materials (OPIM), however, employment may require performing unplanned Category I tasks. The normal work routine involves no exposure to blood, body fluids or OPIM, but potential exposures may be required as a condition of employment.

General Description

Examples of Essential Functions
- Provides direction and management of activities of their assigned division and/or unit. (75%)
- Plans, organizes, controls, and directs the day-to-day operations of all law enforcement functions within their division and/or unit.
- Consults with and advises the Deputy Chief of Police, the Chief of Police and other law enforcement officials regarding crime prevention, crime suppression and related issues, and assists in responding to inquiries from citizens and other law enforcement agencies.
- Conducts regular briefings with their division and/or unit supervisors.
- Ensures appropriate service and staffing levels.
- Oversees the training and equipment of the Special Enforcement Team if assigned andreviews the investigation that led up to the request and execution of a search warrant.
- Prepares, reviews and analyzes reports, statistics, documents, data and other necessary information to police planning and management.
- Serves as liaison to various community, public, and professional organizations, groups, boards and commissions.
- Assists with the development of goals, objectives, policies, procedures and work standards for the department.
- Investigates and resolves problems with requests for services or complaints regarding police functions.
- Interprets laws, codes, policies and procedures to staff; ensures legality and consistency of application.
- Acts as the Public Information Officer. (5%)
- Responds to media requests; on camera interviews and forwards requested reports to the media.
- Reads and answers police correspondence.
- Writes and submits police press releases to media.
- Supervisory Responsibilities (10%)
- Supports and exemplifies the City's core values, supports the mission and assists the City to attain its vision and goals through the efficient operation of assigned employees and/or departments.
- Carries out management responsibilities in accordance with the organization's policies, procedures and applicable laws,city policies and procedures and employment laws.
- Collaborates with HR in accomplishing employee selection, training and evaluation functions.
- Collaborates with HR to address complaints and assists in resolving employee relation issues and holds employees accountable for their performance/behaviors as necessary.
- Plans, assigns and directs work of directly supervised staff.
- Rewards employees appropriately and evaluates performance in a timely manner using the employee evaluation forms instituted by the City of Casselberry.
- Ensures that the required Department/Division orientation and training and applicable on-the-job training is completed.
- Additional Duties and Responsibilities (5%)
- Performs all duties and responsibilities in a manner consistent with the core values of the City, and Department.
- Follows safe working practices and has a working knowledge of safety practices and procedures.
- Completes the identified required or assigned training timely and applies acquired knowledge and/or skills.
- Participates in department meetings, staff meetings and other related activities.
- Performs the duties of the Deputy Chief of Police in their absence.
- Assists in the development of the fiscal budget process of their assigned department for the upcoming year(s). Monitors the budget, investigates variances and reports on findings.
- Attends or designates personnel to attend conferences and meetings to keep abreast of current trends in the field; represent the City Police Department in a variety of local, county, state and other meetings.
- Adheres to laws, regulations and policies of the City and of the Department. Follows instructions provided by the Department Director or their designee.
- Participates in professional organizations and on a variety of boards, commissions and committees.
- Maintains, preserves, retains and disposes of public records according to FS Chapter 119.
- Emergency Management Role (5%)
- Participates as a member of the City staff to take action in the event of an emergency.
- Acts in their assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan. and may be assigned to assist the Incident Commander (IC) in prevention and determent of crime and to protect and serve all people. In addition, they may assist in evacuation efforts.
