Assistant Finance Director

Primary Functions Provide highly responsible and complex administrative support to the Director of Finance. Supervise professional accounting staff. Perform and oversee a variety of accounting, finance, and budget functions and processes; review, update, and prepare a variety of financial, budget, and accounting transactions; and perform related duties as assigned. Performing audit processes as needed could be as often as monthly. Strong background in budgeting and governmental accounting preferred. Rely on judgment and experience to plan and accomplish goals. Key Responsibilities Principal Responsibilities Assist the Finance Director in the development and implementation of goals, objectives, policies, and priorities for departmental programs; recommend and administer policies and procedures. Plan, direct, coordinate, and review the work plan for assigned accounting staff; assign work activities, projects, and programs; review and evaluate workflow, work products, methods, and procedures; meet with staff to identify and resolve problems with the direction of the Finance Director. Manage the completion of month-end and year end financial close in an accurate and timely manner. Coordinate the compilation of financial statements for the preparation of the City’s Comprehensive Annual Financial Report and assist with auditing. Assist contracted staff during the auditing process and oversee the preparation of final reports with the direction of the Finance director. Assist with compilation and preparation of the budget and five-year capital plan. Assist with the City’s budget and budget amendment process, including analysis of appropriations, expenditures, and revenue. Monitor review and reconciliation of the fixed asset inventory and related accounting data. Stay abreast of Government Accounting Standards Board (GASB) statements and Federal and State Regulations. Research and resolve accounting, general ledger, or budget issues for departments. May conduct internal audits as directed by the Finance Director. Assist with the preparation, processing, and audit of banking reconciliation. Prepare and maintain reports on investments, federal and state. Prepare and maintain documents and records related to financial analyses, statements, and reports. Qualifications Required Qualifications Graduation from an accredited college or university with a bachelor’s degree in accounting, Business Administration, Finance, or a related field. Preferred Qualifications Master’s degree in accounting or business administration. Five (5) or more years of professional accounting and financial experience, including supervisory experience. CPA, CGFO, or similar certification preferred. Knowledge, Skills, and Abilities Thorough knowledge of governmental auditing, finance, budget, and accounting methods, practices, and procedures, including the specific requirements of utility accounting, accounting for grants, trusts, and other specialized city operations. Thorough knowledge of local, federal, and state laws, rules, and regulations governing accounting and finance practices. Knowledge of computer hardware, software, and peripherals related to a wide range of accounting and financial management operations, including computerized budgetary, financial, and spreadsheet applications. Ability to maintain accurate records and generate periodic reports. Ability to safely operate assigned equipment, including personal computers and standard software applications. Ability to communicate effectively, both orally and in writing.
