MINIMUM QUALIFICATIONS
Any combination of education and experience, which would likely provide the necessary knowledge and abilities, is qualifying. A typical way to obtain the knowledge and abilities would be: Completion of a Bachelor of Science Degree from an accredited college or university in Mechanical Engineering. Junior: The equivalent to graduation from an accredited four‑year college or university with a Bachelor of Science degree in Mechanical Engineering or a closely related engineering field obtained by the time of appointment, or possession of an Engineer in Training (E.I.T.) certificate and 0 to 2 years' experience. Possession of an E.I.T is required upon the first year of employment. This class is distinguished by the reliance on instructions and pre‑established guidelines and works under immediate supervision without typical independent judgment. Assistant: The equivalent to graduation from an accredited four‑year college or university with a Bachelor of Science degree in Mechanical Engineering or a closely related engineering field. In addition, three (3) to five (5) years of professional level mechanical engineering experience and possession of an Engineer in Training (E.I.T.) certificate. A Master’s degree in Mechanical Engineering or a closely related field may substitute for the required experience. This class distinguishes by leading others, creativity, and latitude; works under supervision and typically reports to a supervisor or manager. Associate: Possession of valid Certificate of Registration as a Mechanical Engineer issued by the California State Board of Registration. In addition, the equivalent to graduation from an accredited four‑year college or university with a Bachelor of Science degree in Mechanical Engineering or a closely related engineering field; and five (5) or more years of professional level mechanical engineering experience, two years of which must have been in a position involving project or resident engineer work. A Master’s degree may substitute for one year of such experience. This class distinguishes by leading others, wide creativity and latitude, reliance on judgment, and reporting to a supervisor or manager. Senior: Possession of valid Certificate of Registration as a Mechanical Engineer issued by the California State Board of Registration. In addition, the equivalent to graduation from an accredited four‑year college or university with a Bachelor of Science degree in Mechanical Engineering or a closely related engineering field; and ten (10) or more years of professional level mechanical engineering experience, five (5) years of which must have been in a position involving project or resident engineer work. A Master’s degree may substitute for one year of such experience. Junior This is the entry level in the professional engineering series. Under direct supervision, performs difficult and complex technical engineering support work involved with the operation, maintenance and repair projects and programs for the Authority facilities; may act as project planner/coordinator on repair, maintenance and construction projects; may participate on a project team on Electrical/Mechanical Engineering Department projects & programs; and may do manual and computer‑aided design and drafting work. Assistant Under general supervision, performs difficult and complex technical engineering support work involved with the operation, maintenance and repair projects and programs for the Authority facilities; may act as project planner/coordinator on repair, maintenance and construction projects; may participate on a project team on Electrical/Mechanical Engineering Department projects & programs; and may do manual and computer‑aided design and drafting work. Associate/Senior Under general direction, performs difficult professional engineering work involved with the operation, maintenance and repair projects and programs for the Authority facilities; may act as project engineer on major repair, maintenance and construction projects; may act as project/program manager for Electrical/Mechanical Engineering Department projects & programs; may supervise and train junior engineering staff members. License Requirement Driver License: Possession of a valid California Class C Driver License may be required at the time of appointment. Failure to obtain or maintain such license may be cause for disciplinary action. Under general direction of the Engineering Manager, the Mechanical Engineer performs a wide variety of technical field and office engineering work associated with various activities, programs and facilities. Responsible for all mechanical design and engineering support associated with the installation, modification, maintenance and testing of mechanical systems and equipment associated with Authority facilities. Coordinates major mechanical repairs, modifications, or testing with various government agencies, Member Agencies, and divisions within the Authority. Provides administrative duties, including the coordination of departmental maintenance and operations as assigned; and related duties as required. Examples of duties Develop preliminary and final cost estimates, designs, plans, and technical specifications for repair, maintenance, monitoring and construction projects on Authority structures and facilities. Review troubleshooting or test data and make recommendations for equipment repairs. Update electronic drawings and technical documentation when equipment or system modifications are performed. Prepare requests for proposals and contract/bidding documents for work performed by outside contractors/consultants. Provide project inspection/coordination/management and contract administration functions on assigned projects/programs. Prepare comprehensive reports/studies, budget estimates and informational data for assigned engineering projects. Meet with outside engineers/consultants to discuss concepts and general requirements for new projects. Prepare material specifications and order materials for assigned projects. Participate in the development and management of the Authority 10‑Year Extraordinary O&M and Capital Improvement Projects/Programs. Serve as Authority engineer on repair, maintenance, and rehabilitation projects. Prepare and file Authority designs, plans and drawings in accordance with Authority file management structure. Participate and represent the Authority in coordination with other utilities, regulatory agencies, governmental bodies, planning agencies, trade and professional associations, technical groups, and developers. Represent the Authority at meetings and conferences as delegated. Prepare correspondence related to engineering projects. Provide support to the department manager in making presentations regarding engineering project/issues to the Board of Directors. Participate in continuous improvement by developing and documenting standards, guidelines, and productivity indicators. Attend evening public meetings as required. Perform related duties as assigned. Requires the Knowledge of Principles and practices of mechanical engineering with an emphasis on the design and maintenance of mechanical systems for pumping/generating plants; canal systems; pipelines; water storage tanks; and maintenance facilities. Principles of mechanical engineering economics and their practical application to typical power generation and pumping plant equipment repairs; practices and procedures related to project budget development, fiscal controls and planning; AutoCAD drafting and design software; principles of project management including planning and scheduling; principles and practices of contract administration and management; applicable codes, regulations, standards, and safety practices; computer software applications as applied to the solution of engineering problems; engineering mathematics. Must possess the Ability to Read and interpret equipment blueprints, technical manuals and troubleshooting diagrams. Design, plan, organize, manage, and develop mechanical engineering related projects. Perform detailed and complex engineering analysis of designs, specifications and plans. Analytically solve unique engineering problems and make viable and sound technical recommendations. Analyze complex engineering data and reports, evaluate alternatives and reach sound conclusions. Participate in the development of plans, specifications and maintenance activities for assigned projects. Create and modify drawings/models utilizing the Autodesk programs AutoCAD and Inventor. Perform contract administration/management functions for assigned projects. Follow instructions, work independently and cooperatively with others, establish and maintain cooperative working relationships with co‑workers, outside agencies and the public. Prepare clear, concise and accurate reports and correspondence. Effectively prepare and present technical engineering information. Prepare and manage project budgets. Exercise sound judgment within established guidelines. Communicate effectively orally and in writing. Regularly and consistently meet attendance/punctuality requirements. Use computer systems and software packages related to engineering analysis and functions at an intermediate or advanced level. Work under pressure towards time deadlines. Typical Physical Activities include, but are not limited to Travels frequently by automobile in conducting Authority business. Travels occasionally by airplane. Frequently walks up & down steps and on uneven terrain, in an indoor & outdoor environment, during the performance of the job. Communicates orally with Authority management, co‑workers, and the public in face‑to‑face, one‑to‑one, and group settings. Works in an office environment, lifts and moves objects up to 25 pounds such as large binders, books, and small office equipment. Sufficient finger/hand coordination and dexterity to operate and adjust office equipment. Regularly uses a telephone for communication. Uses office equipment such as computer workstations, copiers, plotters, scanners and other office machines. Works at a desk, sits for extended time periods. Occasionally works in confined spaces. Hearing and vision within normal ranges (with or without correction). Environmental Factors include Exposure to the sun: 10% to 25% of work time spent outside a building. Work above floor level: Some work done on ladders or other surfaces from 4 to 12 feet above the ground. (Some work will require a Fall Protection Plan, including Personal Protective Equipment). High temperature: Considerable work time in temperatures between 80‑100 degrees. Humidity: Work in areas with unusually high humidity. Wetness: Less than 10% of the work time getting part or all of the body and/or clothing wet. Noise: Occasionally there are unusually loud sounds. Slippery surfaces: Occasional work on unusually slippery surfaces. Oil: Some parts of the body in contact with oil or grease occasionally. Dust: Works in or around areas with minor amounts of dust. Holidays Employees receive eleven (11) paid holidays, including one (1) floating holiday. Vacation & Medical Leave Vacation leave is accrued at the rate of 80 hours per year up through year four. At year five (5), leave increases to 120 hours per year. At ten (10) years of service, vacation leave is accrued at the rate of 140 hours and at fifteen (15) years of service, vacation leave increases to a maximum of 160 hours per year. Medical leave accrues at the rate of eight (8) hours per month. Retirement Benefits 401(a) Defined Contribution Plan: The Authority contributes equal to 8% of your gross base annual salary. 401(a) Executive Plan: This plan requires a 5% employee contribution and is matched by the Authority. 457 Deferred Compensation Plan: The optional voluntary plan offers a Roth option. Upon retirement, a Retirement Health Savings (RHS) Plan is available. The total combined contributions for the 401(a) and the 401(a) Executive plans by the Authority will amount to a maximum of 18% of your gross base annual salary. All contributions under both plans vest immediately to you. NOTE: You should be aware that the Authority does not participate in Social Security. This may affect Social Security benefits upon retirement.
