Water Systems Superintendent (37.5 Hour)

Position Overview Connecticut Valley Hospital (CVH), under the umbrella of the State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), is seeking a qualified Water Systems Superintendent (PCN 24424). This full‑time position, located at 1000 Silver St, Middletown, CT, ensures the water safety of staff and patients in our hospital. Position Highlights Schedule: First Shift, Monday – Friday Work Hours: Full‑time, 37.5 hours per week Location: 1000 Silver St, Middletown, CT Benefits Professional growth and development opportunities Healthy work/life balance for all employees Comprehensive state employee benefits Responsibilities Supervise the Water Systems Assistant Superintendent, Water System Operators, Maintainers, and other plant staff to ensure smooth daily operations. Ensure compliance with all water treatment regulations through a valid Class III Water Treatment Plant Operator License. Oversee water quality to guarantee it is free from bacteria, contaminants, and harmful chemicals for all hospital uses. Manage and maintain plant equipment to ensure efficient and reliable operations. Provide staff with the tools, resources, and guidance needed to perform their work safely and effectively. Uphold the highest safety standards to protect hospital staff and patients through a reliable, clean, and compliant water supply. Schedule, assign, oversee, and review work of staff. Provide staff training and assistance. Conduct performance evaluations. Determine priorities and plan plant work. Establish and maintain plant procedures. Develop or recommend policies and standards. Act as liaison with other operating units, agencies, and outside officials regarding plant policies and procedures. Prepare reports and correspondence. Supervise all standing operations of the water treatment plant, water supply structures, and water distribution system. Direct maintenance of water treatment plant, water distribution system, and reservoir intake structures. Schedule, supervise, and be responsible for all chemical treatment tests performed. Oversee watershed and reservoirs. Direct facility Cross Connection Control program. Keep detailed records of plant operations. Be responsible for safety and security at plant sites. Review plans for water utility system expansions or repairs. Inspect utility system expansions or repairs. Inspect utility maps and update drawings. Initiate purchases of commodities, tools, and equipment for water treatment operations. Prepare water utility budgets. Advise planning and engineering section of water utility requirements related to new facilities. Perform related duties as required. Qualifications Five (5) years of experience in the operation and maintenance of a Class III water treatment plant. Possession of a Class III Water Treatment Plant Operator license in accordance with the Department of Public Health regulations. Possession of a Class I Water Distribution System Operator license in accordance with the Department of Public Health regulations. Two (2) years of the general experience must include performing chemical and biochemical analyses of water. Strong knowledge of relevant agency policies and procedures, state and federal laws, and water treatment, transmission, distribution, and engineering principles. Solid understanding of methods and procedures used in testing and sampling raw and potable water. Interpersonal, oral and written communication skills. Ability to solve problems, promote a team environment, keep accurate records, prepare reports, and utilize computer software. Supervisory ability. Special Requirements Incumbents must possess and retain a State of Connecticut Class III Water Treatment Plant Operator license, a Class I Water Distribution System Operator license, and any other appropriate current licenses, permits, or certificates required by the appointing authority. Physical Requirements The incumbent must have adequate physical strength, stamina, agility, visual and auditory acuity, and maintain fitness sufficient to perform duties. A physical examination may be required. Working Conditions Incumbents may be exposed to extreme weather, loud machinery, chemicals, and toxic fumes. The role may require lifting moderate to heavy weights and working in uncomfortable positions.
