Water Operations Shift Supervisor

Director of Planning – North Texas Municipal Water District (NTMWD) Full-time, Permanent. Overview NTMWD is the largest and fastest‑growing water, wastewater, and solid waste service provider in North Texas, serving more than 2 million residents across 2,200 square miles. The District operates with integrity, collaboration, and stewardship to deliver safe, reliable, and sustainable services. The Director of Planning reports to the Assistant General Manager of Planning & Engineering and leads the Planning Division that develops and manages the District’s long‑term Capital Improvement Program (CIP). The role oversees multidisciplinary planning teams, coordinates large‑scale capital projects, builds partnerships with member cities and regional agencies, and translates technical plans into clear, actionable strategies. Key Responsibilities Lead planning teams to develop and implement the District’s long‑term CIP, ensuring alignment with regional growth and operational priorities. Coordinate large‑scale capital projects, including scope definition, schedule management, budget oversight, and contract administration. Build and maintain partnerships with member cities, regional agencies, and other stakeholders to negotiate and secure support for capital initiatives. Communicate technical plans and program status to internal teams, city officials, and the public in an accessible and persuasive manner. Mentor, motivate, and manage a diverse team of planners, engineers, and support staff to achieve continuous improvement and innovation. Provide leadership in capital program management for public utilities, ensuring efficient and compliant acquisition of water, wastewater, and solid waste system improvements. Qualifications Bachelor’s degree in engineering, architecture, planning, or a related field. Minimum ten (10) years of progressive experience in planning and management within the utility or related sector. Valid Texas Driver’s License. Master’s degree in engineering, planning, or a related field preferred. Experience in capital program management for public utilities preferred. Familiarity with water, wastewater, and solid waste system planning preferred. Excellent communication, negotiation, and leadership skills. Salary Salary range: $157,000 – $233,000 (DOQE).
