Position Summary This position is responsible for planning, organizing, assigning, supervising, and participating in the work of staff who deliver the District’s safety programs and safety training. The role ensures effective practices are in place to minimize occupational injuries, illnesses, and vehicle collisions, and to maintain compliance with all applicable federal, state, and local regulations. Job Responsibilities Provides day‑to‑day leadership and guidance to staff to ensure a high‑performance, customer service–oriented work environment that supports the mission, strategic plan, objectives, and values of the department and the District. Participates in the selection and training of assigned personnel; establishes work priorities and routines; and assigns tasks to ensure efficient workflow. Plans, monitors, and evaluates the performance of assigned personnel; sets performance expectations and development goals; provides ongoing coaching and feedback; and, with management concurrence, administers disciplinary actions in accordance with District policies. Leads by example and coaches staff to promote safe work practices throughout the District. Fosters a collaborative, one–District approach to safety by closely coordinating with other safety personnel and supporting District‑wide safety initiatives. Oversees the implementation of the department’s risk and hazard assessment processes. Identifies training needs for departmental personnel and coordinates the scheduling and completion of required courses. Conducts assigned District safety training programs as directed. Identifies personal protective equipment (PPE) requirements and assists with procurement and ensuring proper use. Contributes to the development and maintenance of Standard Operating Procedures related to safety hazards. Participates in facility inspections conducted by the Safety Department and ensures corrective actions are implemented for identified hazards. Updates and implements departmental safety programs, procedures, and protocols as necessary. Provides safety briefings and updates during departmental meetings. Communicates and interprets applicable federal, state, consensus standards, and industry‑recognized safety regulations and procedures. Participates in emergency response exercises and provides recommendations related to risk management and emergency preparedness. Investigates incidents, determines root causes, develops corrective actions, and maintains records, including OSHA 300 logs; utilizes Maximo HSE as the safety information management system. Job Requirements Education & Experience: A bachelor’s degree in risk management, safety management, public health, process safety engineering, chemical safety engineering, industrial hygiene, or a related STEM field desired or a combination of education, technical qualifications (CSHO) and experience may be substituted. Minimum of five years of experience in safety, accident prevention and loss control programs desired; at least two years in a supervisory role preferred. A National Accredited Certification such as a Certified Industrial Hygienist, Certified Safety Professional, Registered Safety Engineer, or Certified Marine Chemist highly desired. Knowledge, Skills & Abilities: Knowledge of principles and practices related to accident prevention, loss control, process safety management, and industrial hygiene. Knowledge of applicable safety standards, including those issued by the Texas Commission on Environmental Quality, American National Standards Institute, National Electrical Code, National Fire Protection Association, and Occupational Safety and Health Administration. Ability to effectively train and coach employees on safety programs, procedures, and best practices. Ability to collect, analyze, and compile information from oral and written instructions to prepare reports and materials for District use. Ability to organize and prioritize workload based on immediate needs, work objectives, schedules, and anticipated future requirements. Ability to communicate effectively in person and by telephone in one‑on‑one and small‑group settings. Ability to work collaboratively with District staff and representatives from other governmental agencies. Ability to identify hazardous or unsafe conditions and recommend corrective actions to mitigate risks and prevent accidents or injuries to employees and the public. Environmental and Physical Working Conditions Driving a District vehicle for business will be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle‑appropriate driver’s license of their resident state. The duties and responsibilities are generally performed in a water and wastewater conveyance and treatment, and solid waste processing and disposal environment. The position involves sitting (up to 6 hours per day), frequent standing, frequent walking, light to heavy lifting (up to 75 lbs.), light carrying, frequent bending and reaching, keyboarding, and telephone operation. It often requires an irregular work schedule including outside of normal business hours. Specific physical conditions require frequent work with chemicals, tools, machinery, moving mechanical parts, etc. The duties and responsibilities are performed both indoors and outdoors. Moderate to heavy exposure to dirt, dust, pollen, odors, wetness, humidity, biological hazards, rain, temperature and noise extremes, hazardous materials and chemicals, machinery, moving mechanical parts, vibrations, electric currents, traffic hazards, and water hazards are common. Performs and reviews work at locations that involve hazardous environments requiring the physical ability to wear and work using personal protective equipment (PPE) that meets or exceeds guidelines such as established by OSHA which may result in some physical discomfort due to temperature, dust, odors, chemicals and noise. The position may require work in confined spaces, on ladders and rooftops, and in adverse weather conditions with appropriate training. Must be able to pass annual medical evaluation and receive certification to utilize respiratory protection equipment by work assignment post‑employment offer. Must meet shaving requirements for respiratory fit test at all times. Must be able to pass hazardous materials medical examination and test during pre‑employment. Possess visual and muscular dexterity to operate a motor vehicle (including while towing a trailer), safety equipment, hand tools, and a computer. The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Performs functions requiring manual dexterity and precision movements, continuous or repetitive arm and hand movements, grasping movements, and occasional forceful exertion. Perceive/discriminate colors or shades of colors, sounds, odor, depth and visual cues or signals.
