ABOUT NACDD The National Association of Chronic Disease Directors (NACDD) is a member-based Association that improves the health of the public by strengthening state-based leadership and expertise for chronic disease prevention and management. NACDD's core membership is composed of the 59 State and Territorial Health Department Chronic Disease Directors and their staff who protect the health of the public through primary and secondary prevention efforts and work "upstream" on root causes of chronic conditions. In addition, NACDD unites 7,000 chronic disease professionals across the United States working in state, tribal, and territorial health departments; nonprofits; academia; and the private industry to promote health and reduce the burden of chronic disease. As a national, nonprofit, professional Association, we advocate, educate, and provide technical assistance to inform programming and grow chronic disease prevention knowledge, leadership, and capacity.

POSITION SUMMARY The National Association of Chronic Disease Directors (NACDD) is seeking an experienced and detail-oriented Controller to oversee the organization's accounting operations and financial reporting functions. The Controller is a senior financial leader responsible for all accounting operations, financial reporting, and fiscal compliance for the organization. This position is critical to maintaining the organization's financial integrity and ensuring strict adherence to federal grant requirements, including 2 CFR Part 200 (Uniform Guidance). The Controller oversees the preparation of accurate financial statements, coordinates external and federal audits, and provides strategic financial guidance to organizational leadership.
Given the organization's substantial reliance on federal funding, the Controller must possess deep expertise in federal grant accounting, cost allocation, indirect cost rate development, and compliance with the Office of Management and Budget (OMB) requirements. This role plays a pivotal part in sustaining the organization's financial health and ensuring continued eligibility for federal awards.
This role will play an important part in strengthening NACDD's financial infrastructure and ensuring accurate, compliant management of the organization's federal grant funding. The Controller will work closely with senior leadership to establish and maintain strong internal controls, support grant financial management, and ensure timely and accurate financial reporting. This is a hands-on role focused on accounting operations, compliance, and financial stewardship.
NACDD manages a significant portfolio of federally funded cooperative agreements and grants, requiring strong financial oversight, compliance with Uniform Guidance (2 CFR 200), and careful stewardship of public funds. The ideal candidate is someone who enjoys building strong financial processes, working collaboratively across teams, and contributing to a stable and effective finance function. NACDD's finance team is currently undergoing a period of transition and organizational strengthening. The Controller will play a critical role in stabilizing and enhancing financial operations while helping strengthen internal controls and financial systems. NACDD is committed to building a stable and collaborative finance function to support the organization's long-term mission. The Controller will initially report to the Interim CEO and work closely with NACDD's Fractional CFO. Over time, this position is expected to report to a permanent Chief Financial Officer. - Oversee all day-to-day accounting operations including accounts payable, accounts receivable, payroll, and general ledger maintenance;
- Prepare accurate and timely monthly and annual financial statements in accordance with GAAP and nonprofit accounting standards (ASC 958);
- Develop and monitor the annual operating budget in collaboration with senior leadership.
- Ensure full compliance with 2 CFR Part 200 (Uniform Guidance) for all federal awards, including cost principles, administrative requirements, and audit standards;
- Develop, maintain, and negotiate the organization's Federal Negotiated Indirect Cost Rate Agreement;
- In collaboration with senior leadership, program directors, and program managers, monitor expenditures against federal grant budgets, identify budget deviations, and initiate budget modification requests as needed;
- Maintain proper documentation of allowable costs, cost allocations, and matching/in-kind contributions in accordance with grant terms;
- Track period of performance for all federal awards and ensure timely drawdowns and closeouts;
- Serve as the primary financial liaison to federal program officers and auditors.
- Coordinate and manage the organization's annual Single Audit in compliance with the Single Audit Act and 2 CFR Part 200 Subpart F, including preparation of the Schedule of Expenditures of Federal Awards (SEFA);
- Serve as primary point of contact for external auditors; prepare audit schedules, respond to auditor inquiries, and oversee audit fieldwork;
- In collaboration with senior leadership, monitor and implement corrective action plans resulting from audit findings or management letter comments.
- Conduct internal financial reviews and spot audits to proactively identify compliance risks.
- In collaboration with senior leadership, design, implement, and maintain a system of internal controls to safeguard organizational assets and ensure reliability of financial data.
- Develop and enforce financial policies and procedures consistent with federal requirements and nonprofit best practices.
- Assess financial risk across programs and funding streams and recommend mitigation strategies.
- Ensure proper segregation of duties and authorization protocols are maintained across accounting functions.
- Supervise, mentor, and evaluate accounting staff, fostering a culture of accuracy, accountability, and continuous improvement;
- Provide training to program staff on grant financial management, allowable costs, and documentation requirements;
- Collaborate cross-functionally with senior leadership, program directors, HR, and operations to align financial practices with organizational goals;
- Perform other duties, as assigned or necessary, to achieve NACDD's goals and objectives.
- Bachelor's degree in Accounting, Finance, or a closely related field; CPA designation strongly preferred;
- Minimum of five (5) years of progressive accounting experience, with at least three (3) years in a nonprofit environment with significant federal funding;
- Demonstrated expertise in federal grant accounting and compliance with 2 CFR Part 200 (Uniform Guidance);
- Extensive experience managing Single Audits and preparing the Schedule of Expenditures of Federal Awards (SEFA);
- Strong knowledge of fund accounting principles and nonprofit GAAP (ASC 958);
- Proficiency with nonprofit accounting software (e.g., Sage Intacct, MIP Fund Accounting, QuickBooks Nonprofit, or similar);
- Advanced proficiency in Microsoft Excel and financial modeling;
- Exceptional attention to detail, organizational skills, and ability to manage multiple deadlines simultaneously;
- Strong written and verbal communication skills, with the ability to present complex financial information clearly to non-financial stakeholders;
- Experience overseeing financial reporting, internal controls, and audit preparation within a nonprofit environment;
- Experience supervising accounting or finance staff strongly preferred;
- Ability to work independently and collaboratively in a remote work environment while managing competing priorities;
- High proficiency with Microsoft Office applications and virtual collaboration platforms such as Zoom, Teams, or similar tools;
- Demonstrated professionalism, integrity, and commitment to strong fiscal stewardship;
- Shares NACDD's commitment to foster a respectful and supportive work environment.
- Master's degree in Accounting, Finance, Business Administration, or Public Administration;
- Active CPA license;
- Experience negotiating Indirect Cost Rate Agreements (NICRA) with federal agencies;
- Familiarity with federal agency systems such as Payment Management System (PMS);
- Prior experience with CDC, HHS, HUD, DOL, DOE, or other major federal awarding agencies;
- Knowledge of program-related financial regulations specific to social services, workforce development, housing, or community health programs.

- NACDD is currently registered to employ staff in the following U.S. states: Arizona, California, Colorado, Florida, Georgia, Illinois, Maryland, Massachusetts, Michigan, Nebraska, North Carolina, Ohio, Oklahoma, Rhode Island, South Carolina, Texas, Virginia, and Washington. Candidates must be located in one of these states.
