The Chief Information Officer provides strategic leadership, direction, and oversight for Eastern Iowa Community College’s ( EICC ) information technology services, systems, infrastructure, cybersecurity, data governance, artificial intelligence initiatives, and digital transformation efforts. The Chief Information Officer is responsible for establishing the college’s long-term technology vision, leading institutional technology governance, and ensuring that technology investments, policies, and services support EICC’s mission, advance student success, strengthen operational effectiveness, and enable responsible innovation across the institution.
The Chief Information Officer reports to the Chief Financial Officer and serves as a member of the Chancellor’s Senior Leadership Team. In this capacity, the Chief Information Officer contributes to institution-wide planning, policy development, risk management, resource allocation, operational modernization, and strategic decision-making to ensure alignment between technology priorities and institutional goals.
This position is on-site at the District office in Davenport, IA.

Required Qualifications
- Bachelor’s degree in information technology, computer science, information systems, business administration, public administration, educational leadership, or a related field.
- Progressively responsible leadership experience in information technology, including experience managing information technology operations, staff, budgets, projects, vendors, and enterprise systems.
- Demonstrated knowledge of cybersecurity, network and systems administration, cloud technologies, information technology governance, data management, technology service delivery, and responsible use of artificial intelligence in organizational settings.
- Experience developing and implementing technology strategies, governance models, policies, standards, and procedures that align with organizational goals and improve business or educational outcomes.
- Strong leadership, communication, project management, problem-solving, and interpersonal skills.
- Ability to translate complex technical concepts into clear recommendations for senior administrators, board, faculty, staff, and student audiences.
- Ability to balance strategic vision with operational execution, fiscal responsibility, risk management, and service quality.
- Knowledge of technology trends affecting higher education, including cybersecurity threats, cloud services, digital learning, artificial intelligence, automation, analytics, accessibility, privacy, and student-facing technologies.
- Ability to build effective relationships with diverse stakeholders and lead cross‑functional teams through complex institutional initiatives.
- Commitment to student success, inclusive excellence, accessibility, continuous improvement, and responsible stewardship of public resources.
Preferred Qualifications
- Master’s degree in information technology, business administration, public administration, higher education administration, or a related field.
- Experience in a community college, higher education, public sector, or complex multi‑site organization.
- Knowledge of higher education systems, student information systems, enterprise resource planning systems, learning management systems, institutional reporting, and regulatory compliance requirements.
- Relevant professional certifications such as Certified Information Systems Security Professional, Certified Information Security Manager, Project Management Professional, Information Technology Infrastructure Library, Certified in the Governance of Enterprise Information Technology, or comparable credentials.
- Experience leading technology modernization, cloud migration, cybersecurity maturity, data governance, artificial intelligence strategy, digital transformation, or enterprise system implementation initiatives.
Physical Demands
- This job operates in a professional office environment.
- This role routinely uses technology systems and equipment.
- Ability to lift up to 10 lbs. occasionally, open filing cabinets and bend or stand as necessary.
- Prolonged periods sitting at a desk and working on a computer.
- The position will require travel.
- Occasional evening or weekend work may be required to support system implementations, maintenance windows, emergency response, board or leadership meetings, or other institutional needs.
Salary Starting Range: $122,800/Year - $159,500/Year
Typical Duties and Responsibilities
Core Duties and Responsibilities
- Strategic Planning – Develop, maintain, and communicate a comprehensive, multi-year information technology strategy and roadmap aligned with EICC’s strategic plan, institutional priorities, student success goals, operational needs, and cybersecurity requirements.
- Technology Forecasting and Innovation – Partner with leadership and other stakeholders to identify technology needs and provide appropriate technology solutions that improve teaching, learning, student support, service delivery and operational effectiveness. Identify emerging technologies and innovative opportunities to enhance core business and administrative processes. Lead the development and implementation of artificial intelligence strategies, including governance, acceptable‑use standards, risk management and training.
- IT Governance and Compliance – Ensure IT policies, procedures and standards are developed, maintained, and adhered to. Oversee compliance with regulatory requirements. Vigorously assess and mitigate IT security risk.
- Budgeting and Financial Management – Develop and manage information technology budgets. Monitor expenditures and optimize the allocations of IT resources.
- Vendor and Contract Management – Negotiate and manage contracts with IT vendors and service providers. Evaluate vendor performance and ensure delivery of services as per the agreements.
- Team Leadership and Management – Foster a culture of service, accountability, collaboration, innovation, and continuous improvement among the IT staff. Lead human capital planning for the information technology area, including staffing, recruitment, professional development, succession planning, and performance management.
- Operational Management – Ensure the reliability, security, accessibility, and efficiency of EICC’s IT infrastructure. Manage day‑to‑day operations, including network, systems and application support. Communicate IT strategies, project timelines and performance to senior leadership and other stakeholders. Lead cybersecurity disaster recovery, business continuity, incident response, and technology related risk management efforts.
Leadership and Strategic Responsibilities
- Serve as a strategic advisor to the Chancellor, Chief Financial Officer, Senior Leadership Team, and other leaders on technology governance, information technology investments, cybersecurity, digital modernization, artificial intelligence, data strategy, and enterprise risk.
- Represent EICC in technology‑related partnerships, consortiums, vendor relationships, state, regional, or national initiatives, and community or peer institutional networks as appropriate.
- Support and guide compliance with applicable federal, state, accreditation, privacy, accessibility, records retention, procurement, and data security requirements.
- Advance equitable access to technology, digital learning resources, assistive technologies, and accessible user experiences.
- Chair or support technology governance committees or workgroups that facilitate collaboration among academic, administrative, compliance, and operational stakeholders.
- Lead change management efforts associated with major technology initiatives, through clear communication, stakeholder engagement, training, adoption support, policy awareness, and post‑implementation assessment.
- Perform other related duties as assigned.
