Summary

This position is located in the Store Operations Group, Defense Commissary Agency (DeCA). The primary purpose of this position is to provide the manager with objectively based information for making decisions on the administrative and programmatic aspects of DeCA Store Operations and management.

As an Operations Coordinator , you will be responsible for the following duties:

• Provides the manager and senior leadership with analysis, studies, and objectively based information to support decisions on Store Operations programs.
• Serves as Portfolio Manager by managing performance data, metrics, Lines of Effort, breakthrough activities, and tracking implementation milestones.
• Assists the Executive Director and Deputy with program and project management, coordinating with subject matter experts, monitoring execution, and preparing status reports.
• Meets with internal customers and stakeholders to assess program performance, resolve issues, and communicate leadership intent.
• Gathers and analyzes program data, reviews integration and assessment reports, and briefs leadership on program status and outcomes.
• Develops and delivers tailored data products, including ad hoc extracts and recurring reports in multiple formats and media.
• Prepares business plans, documentation, fact sheets, point papers, and briefings, presenting recommendations and updates to management.

• Applying knowledge of commercial retail food merchandising systems and grocery platforms to support daily commissary operations, while analyzing operational data to provide authoritative system guidance and propose improvements to streamline processes.

• Using comprehensive knowledge of commissary operations, regulations, retail merchandising, grocery management, marketing, branding, and digital communication to advise managers and support sales and marketing initiatives.

• Planning and carrying out complex assignments by applying management methods and balancing competing organizational goals.

• Using advanced analytical techniques such as hypothesis testing, forecasting, simulation, sampling, and modeling to evaluate and improve management processes.

• Identifying workflow issues, waste, defects, and service gaps and developing data-driven business cases to influence organizational improvement.

• Conducting qualitative and quantitative studies to assess program effectiveness and provide data-driven recommendations to leadership.

• Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.   • For GS-13: You must have 52 weeks of Federal service at or equivalent to GS-12.
• Time after competitive appointment.
