Housing Officer (Supportive Housing Division)

Overview The Mayor's Office of Housing (MOH) works to foster healthy, vibrant, and welcoming communities for all by ensuring stable, green, and accessible housing and the sustainable use of land. MOH oversees programs that create and preserve affordable housing, support homeowners and renters, provide housing and services to individuals and families experiencing homelessness, and develop city-owned property. MOH envisions a Boston where all residents have the homes and neighborhoods they need to thrive. The Supportive Housing Division at the Mayor's Office of Housing is responsible for leading the collaborative effort to end homelessness in Boston. Under the direct supervision of the Senior Housing Development Officer, the Housing Officer is responsible for managing a variety of supportive housing and homeless programs. This role will manage a variety of programs, including providing administrative and programmatic oversight of assigned contracts and using data to achieve performance metrics. The incumbent is responsible for assisting with the coordination of internal and external programs, funding and stakeholders to ensure appropriate and efficient allocation of resources and to assist with the achievement of Divisional and City strategic goals. Responsibilities Supports the City’s strategic plans and initiatives to prevent and end homelessness in Boston. Actively manages a number of contracts to achieve performance measures and manage all administrative and programmatic tasks, including preparation and submission of all required reporting. Manages responses to constituent inquiries, emergencies and displacements as necessary; collaborates with staff within and across divisions and other agencies as needed to improve efficacy of constituent response. Co‑chairs and facilitates meetings of Working Groups as needed, including leading discussions of proposed policies and incorporating provider feedback into final system policy. Conducts on‑sites and remote monitoring to ensure all provider staff are familiar with requirements and expectations, and that programmatic operations uphold fidelity to the same. Completes all required Federal reporting requirements in an accurate and timely fashion. Reviews all contractor invoice packages for eligibility and accuracy and tracks payments on established systems as required; assists in the reconciliation of grant expenditures in conjunction with the Operations Manager and Accounting staff. Assists in the evaluation of programs to ensure strategic allocation of resources; develops program redesign recommendations and makes other changes as needed to achieve system performance measures and outcomes. Assists with preparation of the City’s annual competitive Continuum of Care funding application and other procurement and funding processes. Provides technical assistance and training to project sponsors, including targeted support assistance to ensure that project sponsors' programs are meeting all program requirements and are supplementing contract‑funded client services with mainstream benefits and resources. Maintains project records in accordance with City and Federal requirements. Performs related work and duties as required by the position. Minimum Entrance Qualifications At least two (2) years of relevant experience. Appropriate educational substitutions may be made. Degree in Public Administration, Public Policy, Public Health, or social work preferred. Understanding of housing issues and programs, including those that serve people experiencing homelessness, people with AIDS, and/or other disabilities (specific program knowledge preferred but not required). Working knowledge of administrative procedures, including program requisitions and budget oversight. Excellent attention to detail required. Ability to independently problem‑solve to move work forward. Strong negotiation, communication, organizational, and interpersonal skills. Strong knowledge of Microsoft Office and Google Suite required; Salesforce and HUD reporting systems such as HMIS, Sage, and esnaps preferred. A valid Massachusetts driver’s license and a willingness to work evenings and weekends throughout the city as needed. Ability to exercise good judgment and focus on detail as required by the job. Boston Residency Required This position requires Boston residency. Terms Union/Salary Plan/Grade: SU2/N-22 Hours per week: 35 Please refer to the Salary Information section on the Boston Career Center site for more information on compensation. For each Salary Plan, salaries are listed by Grade and Step. Employees and their immediate family members (i.e., employee's parent, siblings, children, or spouse) are prohibited from buying or leasing City Involved Housing, with the exception of applicants living in City Involved Housing at the time of hire at MOH.
