Training Coordinator

Overview Training Coordinator position (Posting #18881) within the Dept of State Health Services, Emergency Preparedness. Grade and salary details are included in the posting, with a typical monthly pay range. This role is not eligible for telework and involves coordinating training initiatives related to public health laboratory preparedness and response. Responsibilities Under the direction of the Laboratory Emergency Preparedness Branch Manager, plan, develop, and implement agency public health preparedness and response initiatives. Create systems, mechanisms, procedures, feedback loops, and tools to coordinate state, regional, and local public health laboratory preparedness and response planning; align with the Texas Laboratory Response Network (TxLRN) and CDC LRN sentinel and Level III laboratories. Coordinate training efforts for Biothreat (BT) and Chemical Threat (CT) Teams; market training programs to community and professional groups; prepare reports and presentations. Interact with law enforcement to identify laboratory preparedness needs and provide information to submit BT/CT samples to TxLRN laboratories. Develop, implement, and critique TxLRN member training for LRN facilities; represent DSHS training initiatives through collaboration with NLTN and APHL. Assist with development and administration of training opportunities; work with staff to host one training event annually; serve as a liaison to safety and other offices to promote a safe workplace. Perform duties with minimal supervision and apply professional judgment; perform other duties as assigned. Essential Job Functions Attend work regularly and on a predictable schedule; fulfill assigned duties in accordance with agency policy. Act as the Laboratory COOP coordinator: manage and revise the Laboratory’s COOP plan, coordinate amendments to relevant annexes, and prepare progress reports and briefings using standard office tools. Attend 90% of scheduled teleconferences; develop training opportunities for the Austin DSHS laboratory and host at least one training event per year. Provide technical assistance to regions and local health departments; engage with state, federal, regional, and local authorities; maintain relationships with emergency responders and law enforcement. Coordinate development of an integrated response plan across public health, hospital-based, food, veterinary, and environmental laboratories; assist with MOAs/MOUs between Texas LRNs and other jurisdictions. Represent the laboratory on external committees; develop assessment and evaluation tools for laboratory training. Qualifications and Screening Criteria Bachelor’s, Master’s, or Doctoral degree in Biology, Microbiology, Molecular Biology, or Clinical Laboratory Sciences. Ability to work hours outside the normal schedule in emergencies; experience developing laboratory-related policies and reports. Preferred experience in emergency response activities and in laboratory training techniques. Licensure, Certification, or Registration Must possess a valid Class C Texas driver’s license or equivalent license from another state; drive state vehicles if required. Driving record checks will be conducted by the Department of Public Safety. Knowledge, Skills, and Abilities Knowledge of microbiology, including bacteriology and virology related to disease transmission; knowledge of laboratory training techniques and the State of Texas Emergency Response Plan. Knowledge of COOP, CQI/TQM principles, grant writing, and relevant laws/regulations; proficiency in word processing, databases, spreadsheets, and graphic presentation software. Strong data analysis, policy development, reporting, and communication skills; ability to present complex information to diverse audiences and to organize large interdisciplinary meetings.
