Job Summary
The Site Safety & Health Officer (SSHO) is responsible for implementing and enforcing the project-specific Safety and Health Plan on federal construction projects to ensure compliance with EM 385-1-1, OSHA, and all applicable federal, state, and local safety requirements. The SSHO serves as the on-site safety authority, conducting daily inspections, identifying and correcting hazards, leading safety meetings, and coordinating with project management, subcontractors, and government representatives to maintain a safe and compliant work environment.
Essential Functions

- Assist with project startup, to include: trailer set-up, coordinating temporary power and electrical plan for submission to USACE, preparation of safety documentation for trailer power and water, any requirements to get Notice to Proceed (NTP) issued, and development of the Accident Prevention Plan (APP). Install safety bulletin board and procure required permits (hot work, dig, FAA, etc.). Partner with the Corporate Safety Manager to provide spill kits, fire extinguishers/stands, DOT barriers, railings, fall protection, etc. as needed.
- Ensure projects are operating safely by maintaining safety compliance on the jobsite per the Bryan Construction and USACE standards and the subcontractors’ safety requirements. Perform daily inspections of the jobsites and submit daily safety inspections for Bryan Construction and USACE; correct or mitigate any identified issues immediately. Monitor subcontractors’ safety performance. Coach project team members and subcontractor behaviors encourage a safe and healthy workplace. Ensure contractor activities are pre-planned for safety through scope review, preconstruction meetings, AHA review, etc. Maintain meticulous safety records, including safety plans, incident reports, training documentation, and compliance records. Ensure all documentation is readily accessible for audit and regulatory purposes.
- Procure PPE for all Bryan Construction employees. Order and distribute all PPE and safety equipment as needed, and track and inspect the need for replacement PPE.
- Serve as the primary liaison for federal projects and inquiries from USACE District Safety Officer. Serve as primary point of contact for any emergency service agencies or military departments.
- Maintain Safety Data Sheets (SDS) for Bryan Construction and each subcontractor on the project. Ensure accuracy and compliance of documentation for chemical handling and storage.
- Manage subcontractors’ safety submittals. Review documentation to ensure all requirements and standards are met, and submit documentation to USACE. Maintain documentation to ensure ongoing accuracy and compliance.
- Handle post-accident/incident property damage, personal injury, and general liability reporting per USACE standards. Send employees for medical testing as appropriate. Start the investigation process, mediate and close the investigation for any injury/illness/property damage; develop corrective action plans accordingly. Collect documentation and evidence to support the investigation process; partner with the Senior SSHO/Corporate Safety Manager to initiate the claims process. Verify that employees/subcontractors are cleared to return to work and evaluate any post-accident accommodations required. Maintain days-lost calendar.
- Ensure proper safety training is completed and documented for the project. Conduct onsite safety orientation for new Bryan Construction employees and subcontractors. Ensure subcontractors have received the required training for their scope of work and they are current on training certifications; follow up for completion. Oversee development and implementation of the SSHO training program to ensure team members are well-versed in construction-related safety standards, Bryan Construction policies, and USACE regulations. Conduct weekly toolbox talks with the project team.
- Conduct safety trainings as needed, to include forklift certification, fall protection, confined space, aerial/scissor lifts, etc.
- Attend bi-weekly safety meetings. Stay up-to-date on best practices, safety trends, and changes to Bryan Construction safety standards. Identify opportunities to share findings and collaborate to solve any issues.
- Inspect and maintain Stormwater Pollution Prevention Plans (SWPPP). Ensure SWPPP is followed and document and SWPPP exceptions.
- Develop and maintain emergency response plans and procedures. Conduct drills and simulations to test readiness.
- Build and maintain relationships, including with the project team and subcontractors, serving as a safety coach to the team. Walk the site with the regional USACE safety representative as appropriate. Partner with USACE Quality Assurance for daily safety walks.
Work Environment
This job operates in a construction work site environment with others. This role routinely uses standard office equipment and personal protection equipment.

While performing the duties of this job, the employee is regularly required to sit and use manual dexterity. The employee is frequently required to stand, walk, speak, hear, use eye/hand coordination, and reach with arms and hands. The employee must occasionally be able to work in a construction jobsite environment, including but not limited to working outside, walking on uneven surfaces, climbing ladders, working around noise/vibrations, and working around moving equipment/machinery. Specific vision abilities required by this job include close vision, distance vision, and ability to adjust focus.
Expected Hours of Work/Travel
Ability to travel or accept full-time assignments to any location where Bryan Construction conducts business. This position is expected to be consistently on the project site. Work may require occasional weekend and evening work.
Required Education and Experience
- Level 1 SSHO qualified
- OSHA 30 hour or general industry construction trained
- 24 hours of documented competent person training in the last 3 years
- 5 years of cumulative safety experience in the last 10 years managing or implementing safety and health programs
- Experience developing and maintaining safety programs
- First aid/CPR certification
- Experience using Microsoft Office Suite, to include Excel, Word, Outlook, and Teams
- Training/facilitation experience
- Experience setting up and maintaining project(s) per OSHA minimum standards
- Experience reviewing project documentation (SDS, JHA/AHA, site-specific required safety plans) for all subcontractors
- Competent person per OSHA definition in at least 3 relevant areas
Preferred Education and Experience
- Bachelor's degree in Construction Management, Health/Safety/Environment, Engineering, Business/Risk, or similar field, or equivalent workplace experience
- Certified Health and Safety Technician (CHST) designation
- Experience working with the US Army Corp of Engineers (USACE)
- Experience working with EM-385-1-1
- Experience using safety reporting applications (Safety Reports)
- OSHA 500 certification
- Competent person per US Army Corp of Engineers’ definition in fall protection, trench and excavation, and confined space
- Completion of 24-hour classroom training for Fall Protection Competent Persons
- Experience applying the guidelines for meeting with OSHA
- 2-hour EPA GCP certification
- Experience with the USACE reporting system and the 3394 form
- Experience using RMS

Salary Range: $80,000-$120,000
