Management and Program Analyst

Treasury, Departmental Offices

Summary This position is located at Departmental Offices,Management CFO - Strategy, Planning, and Performance Improvement. As a Management and Program Analyst, you will be a senior level consultant who leads complex, sensitive, and high-visibility management consulting projects for Treasury's most senior leaders. The work involves studying, evaluating, and providing policy and procedural recommendations concerning internal administrative operations, organizational structures, and management initiatives. Responsibilities IMPORTANT PLEASE READ This announcement contains a two-phase process. Upon completion of Phase 1, you must click on the exclusive link to complete the manual assessment. The next phase it will take one hour, at a minimum, to complete. The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Serve as a key advisor to one or several Departmental officials in evaluating management efficiency and effectiveness in the direction of significant operating programs and in planning and implementing new and/or improved methods of operation and management control. Serve as the leader of consulting project teams. Set and share objectives, set deadlines, delegate tasks, oversee the day-to-day operation of the project activities, provide coaching and feedback to team members, monitor and address project risks, help team members resolve problems, elevate issues as needed, and create a positive, collaborative team environment. Study established Department-wide programs, operations, and organizational structures using new or modified analytical techniques and evaluation criteria to improve the efficiency of operations. Represent the Department on Department-wide and interagency task forces, study teams, and conferences. Requirements Conditions of Employment Key Requirements: Must be U.S. Citizen or U.S. National. All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the probationary (or trial) period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. If no certification is made before the probationary (or trial) period ends, your appointment will be terminated. You are encouraged to actively engage with your supervisor, seek feedback, and understand role expectations. Additional guidance and support will be provided during onboarding. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Obtain and use a Government-issued charge card for business-related travel. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes assisting with management consulting work for federal government programs to improve operations and results of those programs. Examples of such experience could include: Experience in consulting practices such as project management, facilitation, problem definition, project scoping, process mapping, data analysis tools and techniques; OR Experience exercising project management responsibility for engagements and studies related to analyzing and improving organization-wide or division-level programs and processes, including but not limited to business processes, program policies, and/or systems processes in light of long- and short-range organizational goals.; OR Experience in project and program management, written and oral communications, meeting and group facilitation, client management, problem-solving techniques, and organizing large stakeholder meetings and events. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
