SUPERVISORY PROGRAM ANALYST

Summary This position is located in the Bureau of Consular Affairs, Passport Services Directorate, Office of Program Management and Operations Support, Internal Controls Division (CA/PPT/PMO/IC). The incumbent serves as a Supervisory Program Analyst of the Internal Controls Division. Responsibilities Reviews and analyzes current and proposed policies, standards, and criteria within assigned functional areas, which include but are not limited to, developing and maintaining the Internal Controls Guide for Employees (ICG). Designs internal control mechanisms and procedures that are balanced against operational needs to provide reasonable assurances of controls that minimally impact production and customer service. Assigns work to subordinate employees based on priorities, selective consideration of the difficulty and requirements of assignments , and the capabilities of employees. Identifies and integrates internal and external program issues affecting the Internal Controls Division . Ensures the compatibility and consistency of the interpretation, judgment, logic, and application of policy by subordinate employees. Represents the Department of State with key internal and external organizations, e.g., Department of Homeland Security, the U.S. Government Accountability Office, Internal Revenue Services and other Federal, State, and local agencies. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing and evaluating complex programs, processes, or organizational operations to identify risks, improve efficiency, and recommend solutions to senior leadership. Experience developing, interpreting, and implementing policies, procedures, internal controls, or strategic initiatives to ensure compliance with applicable laws, regulations, and agency objectives. Experience leading cross-functional projects and collaborating with senior officials and stakeholders to resolve complex operational or programmatic issues. Experience preparing executive-level reports, briefings, strategic analyses, and policy recommendations to support organizational planning and executive decision-making. Experience supervising or leading employees by assigning work, establishing priorities, evaluating performance, mentoring staff, and supporting workforce planning and organizational effectiveness. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
