Program Analyst

Drug Enforcement Administration

Summary This position is located in the Drug Enforcement Administration (DEA), Information Systems Division (TC), Business Program Management Section (TGB), Arlington, VA. This position(s) primary purpose is working on matters related to IT Governance, business and investment management, IT portfolio management, and associated tasks in planning, policy, managerial and cost accounting, cost, and program evaluation. Responsibilities As a Program Analyst, your typical work assignments may include: Analyzes and validates complex cost data, assesses resource requirements, and ensures proper audit trail of funds usage. Performs program data analysis to assess the overall financial status of programs, including the obligation and expenditure of funds, in combination with IT program progress, performance, and potential concerns or issues. Writes IT Governance guidelines, frameworks, playbooks, and associated templates/documents intended to be interpreted and applied broadly, proving guidance on planning, programming, and IT Investment Management (ITIM). Collaborates with peers and project managers to report to senior managers on the status of fiscal resources and future requirements. Possess advanced user-level expertise in tools such as Microsoft SharePoint, PowerPoint, Excel, Word, MS Project, MS PowerBI, and others. Writes or updates policies, guidelines, and standards for the planning, development, integration, implementation, and evaluation of information technology systems and subsystems. Assists the unit chief in determining resource requirements and recommend resource allocations based on priorities and needs, utilizing tools such as Project Schedule, Excel, and others. Have at least one full year of qualifying specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-11 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying experience must demonstrate the following: 1) Assisting with managing principles and practices along with a knowledge of planning, programming, and procurement regulations, guidelines and process; 2) Assisting and updating standard and non-major investments, major IT business cases, portfolio stats, internal use software (IUS), and other programming and budget documentation; and, 3) Assisting in complex cost data, assesses resource requirements and ensures proper audit trail funds usage. Time-In-Grade Requirement: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement.
