Management and Program Analyst

Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Office of the Executive Assistant Commissioner, Headquarters Support Division, Staffing and Personnel Services Branch, located in Washington, DC. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above. Responsibilities This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10). In this position, you will serve as a Team Lead and expert analyst and/or advisor to management on a wide range of complex program activities requiring application of a wide range of qualitative and/or quantitative methods for assessment of complex management processes, systems and mission support programs. Typical duties may include: Obtaining and reviewing guidance, policies, and directives from HRM Classification to best incorporate classification and position management principles and best meet procedural requirements into organization designs and plans. Serving on a team responsible for OFO-wide organizational design and change. Reviewing Memorandums of Agreement/Understanding, Mission and Function Statements, organizational charts, NTEU notices, and budget estimates in assembling reorganization packages for managements review. Planning and conducting special studies, personally or through team members, providing expert advice to managers of Headquarters functions and major field activities, and developing and evaluating policies in assigned areas of responsibility. Providing technical assistance and direct support to headquarters management staff in all matters relating to the application of planning systems and management programs to meet mission requirements. Qualifications Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Directing, implementing, coordinating, and overseeing a major segment of an agency-wide mission or administrative program, including planning and conducting special studies, providing expert advice to headquarters and field leadership, and developing or evaluating policies to achieve organizational objectives; Developing, implementing, and monitoring complex management information, planning, and control systems that support long and short range organizational goals, including designing data submission processes that inform budget and program resource decisions and reviewing submissions for accuracy, completeness, and compliance with guidance; Analyzing and interpreting new or modified legislation, executive orders, and agency directives to determine their impact on programs and operations, and preparing policy documents, comments, impact statements, and recommendations for senior management; Evaluating complex management processes and mission support programs, leading or participating in cross-organizational teams or task forces, and persuading or negotiating with management to adopt recommendations that require significant changes in established procedures or resource use; Developing internal workforce management policies and procedures for areas such as performance management, organizational structure, and bargaining unit impacts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/16/2026.
