Summary

This position is part of the Department of Energy, Deputy Administrator for Defense Programs. A successful candidate in this position will serve as a Program Analyst to provide technical expertise, knowledge and expert understanding of the full array of program management principles, policies, laws, regulations, and procedures to perform analytical and/or administrative staff assignments of exceptional scope and difficulty.

As a Program Analyst you will:
  • Develop and/or extend departmental or government-wide program management policies, regulations, directives, and programs. Such assignments typically require the application of an extensive background and experience in one or more program areas to the analysis, interpretation, application, or extension of existing programmatic policies and regulations.
  • Develop, in concert with senior NNSA officials, internal guidance for use by headquarters, field offices, and contractors in preparing program budget materials. Evaluate the reasonableness of assigned NNSA program budget estimates in view of OMB and DOE guidelines, prior-year DOE, OMB, and Congressional actions, and program data.
  • Plan, organize, and lead or personally perform analytical studies involving the substance of key NNSA/DOE programs that are often closely linked to similar programs of other agencies and/or of highly significant interest to top management of NNSA headquarters, field sites, and/or national laboratories, and the Congress.
  • Coordinate development of technical and operational plans for NNSA headquarters and/or field components in programs of major interest to other Federal agencies and/or other nations, including initiation of correspondence for the endorsement or signature of top NNSA/DOE officials and counterparts in outside entities, e.g., DoD, State, DHS, IAEA, etc.
  • Keep the supervisor informed of only the most controversial findings, issues, or problems that may have a critical or profound impact on one or more major fundamental management program, strategic policy goal, or department wide business operations. The incumbent's findings and recommendations are considered authoritative and are usually accepted without review or significant changes.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level (EN-03 or GS-13) in the Federal Service. Specialized experience for this position is defined as experience in providing expert advice and guidance to senior program, project, or field site managers and their staffs, managing national security-related programs, planning, organizing leading or personally performing analytical studies, partnering with stakeholder organizations and effectively communicating highly complex, sensitive issues.
