Strategic Management & Program Analyst

Federal Student Aid an Office of the U.S. Department of Education

Summary These positions are located in the Department of Education, Federal Student Aid (FSA). To deliver the best possible experience for students and their families, we are hiring multiple roles for our supervisory management and program analyst teams. Roles and Responsibilities Management and Program Analyst, GS-0343-11 Provides technical assistance and direct support to management staff. Assists with the implementation of new procedures and workflow enhancements impacting office operations. Communicates effectively with internal and external customers regarding operational processes, service concerns, and program-related initiatives. Completes assigned projects across multiple administrative functions accurately and on time. Management and Program Analyst, GS-0343-12 Evaluates administrative functions to identify ways to improve efficiency, effectiveness, productivity, and customer service. Oversees and executes various administrative support functions including budget, contracts, time and attendance, records, emergency preparedness, and space and facilities management. Interprets and ensures compliance with administrative rules, regulations, and policies. Establishes and maintains information reporting systems to track the status of administrative actions. Management and Program Analyst (Consumer Education and Financial Literacy Specialist), GS-0343-12 Developing and supporting consumer education and financial literacy content, campaigns, and outreach products. Planning, developing, and coordinating educational materials, campaign content, presentations, toolkits, digital content, and other resources that help students, parents, borrowers, and other consumers understand federal student aid and make informed financial decisions. Analyzing customer insights, program data, and stakeholder feedback to improve consumer education efforts. Reviewing qualitative and quantitative information to identify trends, assess customer needs, evaluate campaign or content effectiveness, and recommend improvements to educational products and outreach activities. Coordinating with internal and external stakeholders to support consumer education priorities. Working with FSA program offices, communications teams, digital product teams, servicing organizations, vendors, schools, and other stakeholders to develop, coordinate, and deliver consumer education and financial literacy activities. Requirements Each position may involve a one-year probationary period. Applicants must be U.S. citizens, with males 18 and over registered with the Selective Service. Relocation will not be paid. All applicants must complete a background investigation and fingerprint check. Qualification Deadline You must meet all qualification requirements within 30 days of the closing date of this vacancy announcement. Qualifications Applications will be referred based on receipt and cutoff dates: 1st cutoff date: 07/10/2026 Last cutoff date: 07/24/2026 Minimum Qualification Requirements You may meet the minimum qualifications for the GS-11 if you possess the specialized experience or education, or a combination of the two. You may meet the minimum qualifications for the GS-12 if you possess the specialized experience. Specialized Experience for the GS-11 One year of experience in either federal or non-federal service equivalent to at least a GS-09 performing two out of three of the following duties: Experience working with Title IV regulations, federal student aid policies, and program procedures in higher education, loan servicing, financial services, or similar regulated environments. Experience developing written responses, reports, summaries, findings, briefing materials, and presentations using tools such as SharePoint, Adobe, Power BI, PowerPoint, and Excel in a fast-paced work environment. Experience supporting or coordinating activities related to Title IV program administration, oversight, compliance, operations, customer service, policy implementation, partner participation, borrower services, grants, contracts, budgets, human resources, emergency preparedness, or other administrative functions while managing assignments and deadlines in collaboration with internal and external stakeholders. Or a combination of education and experience totaling at least 100 percent to qualify for the grade level. Specialized Experience for the GS-12 One year of experience in either federal or non-federal service equivalent to at least a GS-11 performing two out of three of the following duties: Experience interpreting and applying Title IV regulations, federal student aid policies, and program procedures in higher education, loan servicing, financial services, or similar regulated environments. Experience analyzing program operations and data-driven solutions to improve performance and support strategic objectives. Experience managing and coordinating activities related to Title IV program administration, oversight, compliance, operations, customer service, policy implementation, partner participation, borrower services, grants, contracts, budgets, human resources, emergency preparedness, or other administrative functions while managing assignments and deadlines in collaboration with internal and external stakeholders. Knowledge, Skills, and Abilities (KSAs) GS‑11 Skill in applying analytical and evaluative methods and techniques in developing new procedures and approaches to identify and resolve significant issues and problems. Knowledge of office policies, practices, principles, and techniques of administrative functions to complete assignments. Skill with communicating effectively both orally and in writing to make recommendations. Knowledge of a variety of administrative functions. GS‑12 Knowledge of administrative functions or processes to improve office productivity, efficiency, or effectiveness. Ability to communicate effectively both orally and in writing to maintain good working relations within and across offices to ensure effective execution of administrative functions. Ability to interpret office policies, practices, principles, and techniques to complete assignments and provide high level technical and consultative advice. Skill in applying analytical and evaluative methods and techniques in developing new procedures and approaches to identify and resolve significant issues and problems of a unique nature. Education Minimum qualifications can be met through the following education options:

  • GS‑11) Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. if related, or a combination of specialized experience and education totaling 100 percent or more.
  • GS‑12) Education cannot be substituted for experience for this position and grade level.
Foreign Education Education completed in foreign colleges or universities may be used to meet education requirements if comparable to education received in an accredited U.S. institution. Provide evidence and submit a Certificate of Foreign Equivalency with transcripts.
