Summary These positions are located in the Department of Education, Federal Student Aid (FSA). To deliver the best possible experience for students and their families, we are hiring multiple roles for our supervisory management and program analyst teams. Duties Provides leadership in the evaluation, assessment and improvement of programs and management systems by applying a wide range of qualitative techniques. Advises senior staff on proposals and issues involving exceptional controversy, intensive outside interest, or significant long‑range effects on the program or on other organizations. Participates in the review analysis and development of policy governing the program and makes authoritative recommendations for change or improvements. Develops, manages, and supervises long‑ and short‑range plans for Federal Student Aid (FSA), staff, realignment, initiatives, employee relations issues, management of hiring constraints, and organizational restructuring actions. Requirements As a Management and Program Analyst, GS‑0343‑15, applicants must meet the following conditions of employment: Relocation will not be paid. Males 18 and over must be registered with the Selective Service. Must be a U.S. Citizen. Must complete a background investigation and fingerprint check. May be subject to a one‑year probationary period. May be subject to a one‑year supervisory probationary period. Condition of Employment During the probationary or trial period, performance and conduct, agency needs, and contributions to organizational goals and efficiency will be evaluated. Employment will end unless certification is obtained that continuing employment advances the public interest. Qualifications This announcement is open and continuous; applicants must meet minimum qualification criteria: One year of experience equivalent to at least GS‑14 performing two of the following duties: Integrate organizational elements to identify inefficiencies, develop and implement process improvements, and deliver strategic insights through data visualization that drive measurable outcomes and guide senior leadership decisions. Plan and direct staff activities, assign work, evaluate performance, provide feedback, recruit, develop, and resolve employee concerns. Interpret and apply Title IV regulations, federal student aid policies, and program procedures in higher education, loan servicing, financial services, or similar regulated environments. Applicants must demonstrate knowledge, skills, and abilities in: Planning, developing, and carrying out complex projects and studies that meet goals. Providing strategic guidance to senior leadership on highly complex, sensitive, or controversial proposals and issues. Policy analysis and development principles to assess program policies, identify needed improvements, and provide authoritative recommendations. Developing, managing, and overseeing long‑ and short‑range organizational plans, workforce planning, contractor oversight, staff realignments, employee relations issues, hiring constraints, and organizational restructuring activities.
