MANAGEMENT AND PROGRAM ANALYST

Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Operations Directorate, located in Washington, D.C. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above. Responsibilities In this position you will serve as an analyst and/or program advisor to management on various functions and activities requiring application of qualitative and/or quantitative methods for assessment of management processes, systems and mission support programs. Providing technical assistance and direct support to headquarters and field management staff in a variety of matters relating to the application of planning systems and management programs to meet mission requirements. Assisting in implementing, coordinating, and overseeing a variety of management programs. Providing advice to supervisors and managers of headquarters functions, and developing, recommending, and/or evaluating policies in assigned areas of responsibility. Planning, developing and coordinating or assisting with planning management through briefings, presentations and conferences for supervisors and executive management; ensuring accurate and appropriately concise information is available. Reviewing, routing, and replying to requests for information that are sensitive and often bordering on "Secret" in nature from Congressional staff, the Department of Homeland Security, the Whitehouse, and other internal/external stakeholders. Qualifications Experience You qualify for the GS‑11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Advising and providing analytical support on problem definitions, planning methodologies, policies, and procedures. Supporting development and evaluation of policies in assigned program areas. Taking or recommending actions to achieve organizational objectives. Designing and implementing planning and controls for submission of data, including forming the basis of budget and program resource requests and decisions. Reviewing, routing, and replying to requests for information that are sensitive in nature from internal and external stakeholders. Education Substitution (GS‑11) Successful completion of a Ph.D. or an equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in any field, or L.L.M. for the experience required at the GS‑11 grade level. Education must be obtained from an accredited college or university. Proof of claim must be submitted. Combining Education and Experience Combinations of successfully completed post‑high school education and experience may be used to meet total qualification requirements for the grade level and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 % to qualify for that grade level. Additional Information Security Clearance: You may be required to obtain a Secret clearance for this position.
