Supervisory Management and Program Analyst

This position is in the DC Department of Public Works (DPW), and reports to the Administrator of the Fleet Management Administration, Department of Public Works. The Supervisory Management and Program Analyst plans, develops, and administers a broad-based planning, analysis and innovation program covering a wide range of issues facing a comprehensive Fleet Management Program. Duties and Responsibilities Develops the Administration's strategic planning and process and plans in collaboration with the leadership and sets the priorities for the entire Strategic Planning program. Exercises delegated authority to oversee the overall planning, direction, and timely execution of the strategic planning, review, and analysis and innovation program. Manages the Fleet automated technology system a legacy technology system to maintain DC government vehicles and equipment inventory, work order repairs, parts, tire repair, tow services, and fuel issuance for the operations. Develops a program to capture Administration performance statistics in such areas as the tracking of fleet management operations goals and objectives to include the percentage of mission critical fleet maintained and available for daily operations. Tracks the percentage of city-wide compliance with preventive maintenance appointments, percentage of agency compliance with preventive maintenance appointments and percentage of light vehicle maintenance. Serves as the Fleet Management Administration's resident expert in performance management and program efficiencies, effectiveness issues, procedures, processes, and approaches. Represents the Fleet Management Administration, as directed by the Administrator, at conferences with other city and state governments, departments and agencies, the City Council, and the Federal Government. Qualifications and Education Candidates must have at least one (1) year of specialized experience equivalent to the CS-13 grade level in the District of Columbia government service. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. The incumbent of this position serves at the pleasure of the Administrator of the Fleet Management Administration. Position Designation : This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. Essential Designation : This position is classified as essential position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter, operations, food distribution, and communications. These duties may be performed when the government is closed or when employees are dismissed early.
