Supervisory Program Analyst

Summary The position is located in Washington DC at the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), within Veteran Readiness and Employment (VR&E). The primary purpose of the position is to assist the Deputy Director and the Executive Director, VR&E, in directing the development of programs, systems, data, analysis, strategic planning, and administering VR&E national Employment, Training and Outreach programs. Responsibilities Specific duties include: Provides strategic leadership for all VR&E employment services and activities, ensuring Veterans receive high-quality employment assistance, job readiness services, labor market information, employer connections, job placement assistance, and post-employment support necessary to achieve successful rehabilitation outcomes. Serves as the primary contact for Client Relations, fostering effective communication, collaboration, and coordination on VR&E programs, policy implementation, and emerging concerns impacting Veteran employment services. Directs national efforts to expand employment opportunities for Veterans through partnerships with Federal agencies, private-sector employers, state workforce agencies, educational institutions, apprenticeship programs, and Veteran Service Organizations. Provides executive oversight of employment services delivered by Regional Offices and field operations, ensuring consistent implementation of national employment policies, procedures, and initiatives designed to improve Veteran employment outcomes. Serves as the principal advisor to the Executive Director and Deputy Director, on matters relating to Veteran employment, employer engagement, labor market trends, workforce development opportunities, and employment barriers affecting Veterans participating in the VR&E program. Develops strategies using the latest technology and ensures the needs and capabilities of VR&E employment and engagement goals are met in all areas. In this capacity, the incumbent makes recommendations, assesses deficiencies, and proposes solutions that will improve program effectiveness and meet overall service delivery needs. As part of the VR&E leadership team, determines national performance measures, targets, and strategic objectives and assists in the budget formulation process to ensure the budget and targets are in line with VR&E's commitment to continuous improvements of programs and services. Interpret policies, procedures, operational methods, and quality assurance criteria for the purpose of promoting and facilitating the efficient and effective implementation and achievement of VR&E program objectives. Assures that effective controls are developed and maintained to ensure the integrity of VR&E Service programs. Performs all other duties as assigned. Work Schedule: Full time, Monday through Friday, 8:00 am - 4:30pm. Compressed/Flexible: May be available. Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/20/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-15 position you must have served 52 weeks at the GS-14 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-15 Grade Level: Specialized Experience: Applicants must have at least one year of specialized experience at the GS-14 grade level or equivalent. Specialized experience is defined as: Overseeing complex projects related to Veterans benefits programs, including developing project plans, allocating resources, and ensuring successful outcomes. Developing budget requests, justifying funding needs, tracking expenditures, and reallocating funds to meet program objectives. Providing oversight of major federal contracts, developing statements of work, and ensuring compliance with federal regulations. Conveying complex information across various media, such as policy statements, directives, conference presentations, and video conferencing. Leading and managing a diverse team of professionals, including efficient use of human resources and exercising fiscal responsibility. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
