Supervisory Program Analyst

Job Summary This position is located in the Central Detention Facility (CDF) or the Correctional Treatment Facility (CTF), located at 1901 D Street, SE, Washington, DC. It is within the Department of Corrections Office of the Deputy Director of Operations. The Department of Corrections (DOC) provides public safety by ensuring safe, secure, and humane confinement of pretrial detainees and sentenced inmates. DOC also serves as part of the municipal jail system responsible for the care and custody of pretrial detainees and sentenced misdemeants. The incumbent will provide objectively based information for decision‑making on the administrative and programmatic aspects of DOC operations and management. Duties And Responsibilities The incumbent works under the administrative direction of the Deputy Director of Operations and performs supervisory, administrative, and technical aspects of the work. The incumbent utilizes a full range of supervisory responsibilities, technical methods, and tools in administering the program analysis function. They plan, organize, develop, and implement a comprehensive program analysis for organizational programs in DOC. They advise on changes of organizational structure, policies, and systems of major mission‑oriented programs. They define and describe issues, using analytical abilities to develop program options, and advise the Deputy Director of Operations of potential impacts and alternatives. They serve as the primary advisor on program development issues, perform a variety of special assignments, and identify and define issues for exploration. They gather information, identify, and analyze issues, and develop recommendations to resolve substantive problems of effectiveness and efficiency of work operations of restrictive housing. Qualifications And Education Specialized Experience: Specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. This experience typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Licenses and Certifications None Working Conditions/Environment The work is typically performed in a correctional facility that is adequately heated, lighted, and ventilated. The incumbent is expected to patrol/monitor the exterior of the building, which involves walking outside and being exposed to any weather conditions. Other Significant Facts Tour of Duty: Monday – Friday, 8:15 a.m. to 4:45 p.m. Pay Plan, Series, and Grade: MS-0343-13 Promotion potential: No known promotion Duration of Appointment: Management Supervisory Service (MSS): At‑will. MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Collective Bargaining: This position is not covered under a collective bargaining agreement. Position Designation: This position is designated as a Safety Sensitive position and is subject to mandatory pre‑employment and periodic Criminal Background Checks and Traffic Records Checks (as applicable). It is also subject to mandatory pre‑employment and random Drug and Alcohol Testing. In this position, you may be disqualified from employment based on the presence of marijuana in test results, even if you possess a medical card authorizing the use of medical marijuana. TB Test: Required prior to entry on duty. Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
