Job Description and Duties
The California Department of Social Services (CDSS) is seeking highly motivated and detail-oriented analysts to join the Budget Bureau. This position provides critical fiscal support to departmental programs and plays a key role in the development and administration of the Governor’s Budget. Budget Bureau analysts work in a fast-paced, budget-focused environment that directly contributes to the Department’s ability to serve and protect California’s most vulnerable children, adults, and families.
The ideal candidate possesses awareness of financial management skills, including experience working with multiple funding sources, planning and monitoring expenditures, and preparing accurate fiscal reports and analytical tools. This role requires the ability to manage and validate complex financial data, ensure the accuracy and completeness of fiscal documents, and maintain high standards of analytical precision.
Successful candidates will demonstrate the awareness of/ability to research financial resource availability by reviewing historical data, legislative changes, budget documents, and state and federal guidance. They must be able to document findings clearly and comprehensively to support informed fiscal decision-making.
This position also requires strong communication skills and the ability to present financial information to program staff, management, and other stakeholders. Analysts must be proficient in using tools such as Excel, PowerPoint, and written reports to convey complex fiscal concepts in a clear and organized manner.
Analysts in the Budget Bureau support the Department’s mission by ensuring programs have the fiscal resources needed to deliver essential services statewide. Working Conditions
This position may be eligible for Hybrid work. In-person attendance is required based on the operational needs of the position and in accordance with the Statewide Hybrid Telework Policy, Government Code section 14200, and any applicable department telework requirements. The successful candidate must reside in California at the time of appointment. Proof of California residency may be required.
Please note: Regular commute is not compensable.

Statement of Qualifications Questions
1. Please describe your knowledge, skills, abilities and/or experience performing financial analyst duties or similar type of work. Be sure to include any software or databases you used, reports you analyzed or created, and how they were used.
2. How do you approach prioritizing multiple duties, project and/or responsibilities? Include how you handle meeting conflicting, and/or overlapping deadlines.
3. Please describe your experience explaining policies and/or procedures to internal and/or external customers. Include whether the communication was written, verbal or both.
