Position Summary The Supply Chain Manager – Procurement is responsible for managing and implementing procurement operations for Project HOPE funded projects in Gaza, under the supervision of the Supply Chain Director. The role ensures efficient, transparent, and compliant procurement processes in line with organizational policies and donor regulations. It focuses on operational management, contract execution, vendor coordination, and compliance monitoring. Strategic supply chain direction, policy approval, and high‑level oversight remain the responsibility of the Supply Chain Director. This position is being advertised contingent upon award; recruitment will proceed as part of preparedness, but no formal offer will be extended until funding is confirmed. Principal Responsibilities Procurement Operations Management Manage day‑to‑day procurement activities in line with approved procurement plans. Ensure processing of purchase requests with complete and compliant documentation. Oversee preparation of RFQs, ITBs, and RFPs. Supervise bid receipt, evaluation documentation, and procurement records. Ensure timely issuance of purchase orders and contract implementation. Monitor delivery timelines and follow up with suppliers. Ensure all procurement activities comply with organizational policies and donor requirements. Maintain complete, audit‑ready procurement files. Support internal and external audits by providing documentation and clarification. Ensure confidentiality and integrity of procurement processes. Apply zero‑tolerance principles regarding fraud, conflict of interest, and misconduct. Vendor & Contract Management Maintain and update supplier databases and procurement records. Support supplier vetting and due diligence processes. Monitor supplier performance and elevate major concerns to the Supply Chain Lead. Support identification of alternative suppliers in case of market disruption. Ensure fair and transparent vendor communication. Coordination & Communication Serve as focal point for operational coordination with Program, Finance, and Logistics teams. Ensure alignment between procurement actions and approved budgets. Coordinate with warehouse/logistics for receipt verification and documentation. Provide regular procurement status updates to the Supply Chain Lead. Reporting & Monitoring Maintain procurement trackers and dashboards. Prepare routine procurement performance reports for review by the Supply Chain Lead. Flag risks, delays, or compliance issues promptly. Contribute to procurement inputs for internal reports as requested. Risk Management Identify operational procurement risks and propose mitigation measures. Escalate high‑level risks, policy gaps, or systemic issues to the Supply Chain Lead. Ensure ethical procurement practices and transparency. Minimum Qualifications Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or related field. Master’s is preferred. Minimum 7 years of experience in procurement, preferably in humanitarian or NGO settings. Good understanding of procurement procedures and documentation. Experience working in restricted or high‑risk operating environments is an asset. Strong organizational and coordination skills. Ability to work under pressure and manage multiple procurement actions simultaneously. Good communication and negotiation skills. Fluency in English and Arabic is required. Physical Demands And Work Environment Physical Demands The employee must be mobile in an office environment and able to use standard office equipment. Must be able to communicate in verbal and written form and be able to travel internationally. Project HOPE employees may be required to travel or work in countries where working conditions are classified as "hardship." Work Environment Typical office environment with exposure to a minimal noise level. Emergency deployments may be in resource‑deprived environments with austere living conditions. Travel for extended periods may be by air and/or other modes of transportation. While international travel is not a regular part of every job, programmatic needs may require it intermittently.
