Qualifications:

The successful candidate will possess a strong combination of education, professional experience, and demonstrated expertise in human resources, employment law, labor relations, and/or school district administration.

Candidates may qualify through one or more of the following pathways:

• Juris Doctor (J.D.), or
• A master's degree in school administration, human resources, business administration, education, or a related field, with relevant professional experience; or
• Five to ten years of progressively responsible experience in Human Resources, employee relations, labor relations, employment law, benefits administration, compensation, or a closely related field, with education and experience considered collectively.
• Candidates with a Missouri DESE administrative certificate are preferred but not required.

Demonstrated knowledge and experience in:

• Human Resources administration and employee relations;
• Labor relations and collective bargaining;
• Employment law and compliance;
• Employee benefits administration;
• Compensation programs and salary structures;
• Employee investigations, performance management, and workplace issues;
• Federal and state employment laws and regulations; and
• Policies, procedures, and legal requirements applicable to public school districts.

Strong analytical, interpersonal, communication, problem-solving, and conflict-resolution skills.

Ability to exercise sound judgment, maintain confidentiality, interpret and apply complex laws and regulations, and provide effective guidance to administrators and employees.

Experience working in a public school district or other governmental/public-sector organization is preferred.

Other combinations of education, training, certifications, and progressively responsible experience that demonstrate the knowledge, skills, and abilities necessary to successfully perform the essential functions of the position may be considered.

Responsibilities:

The Director of Human Resources Counsel provides strategic leadership and oversight for all human resources functions within the school district. This position is responsible for developing, implementing, and administering human resources programs and services that support the district's mission as it relates to the strategic plan, ensure legal compliance, attract and retain high-quality employees, and promote a positive and productive work environment.

Essential Functions:

• Develop, implement, and maintain personnel policies, procedures, and administrative regulations.
• Ensure compliance with federal, state, and local labor laws and regulations.
• Maintain personnel records in accordance with applicable laws and district policies.
• Prepare and present personnel recommendations to the Board of Education.
• Develop and implement recruitment strategies to attract qualified employees.
• Oversee all hiring processes for certified and classified staff.
• Coordinate employee onboarding and orientation programs.
• Monitor staffing needs and workforce planning initiatives.
• Support administrators in employee selection and hiring decisions.
• Assist the Finance Department with district compensation programs and salary schedules.
• Collaborate with payroll and benefits personnel regarding employee compensation and benefits administration.
• Conduct compensation studies and market analyses.
• Monitor teacher and administrator certification as it relates to funding
• Investigate employee complaints, grievances, and workplace concerns.
• Facilitate conflict resolution and promote positive employee relations.
• Guide employee performance, discipline, and corrective action.
• Conduct staff grievance hearings and investigations.
• Serve as the district's compliance officer to investigate complaints and allegations related to discrimination, harassment, retaliation, Title IX violations, Section 504, and Americans with Disabilities Act (ADA) complaints.
• Manage FMLA/ADA administration
• Serve as the district's liaison for legal services related to: legal agreements and contracts, business services, and other legal matters.
• Coordinate responses to employment-related legal matters.
• Work closely with district legal counsel on personnel issues
• Monitor changes in employment law and advise district leadership accordingly.
• Monitor and assist with Sunshine Law Compliance and responses
• Develop and provide training for administrators and staff on personnel-related topics
• Coordinate mandatory compliance training programs.
• Have the skills and abilities to successfully lead human resource activities in a medium to large organization while maintaining the trust and respect of staff and external constituencies.
• Have excellent communication (written and verbal) and interpersonal skills.
• Carry out all other duties as assigned.

While performing the duties of this job, the employee is regularly required to walk, talk, and hear. The employee is frequently required to stand or sit. Specific vision abilities required by this job include close vision, distance vision, and depth perception. The individual must be able to travel between district facilities.
