Position Overview

RiVidium Inc. is seeking a highly experienced Cybersecurity Program Manager — Level III / Key to provide senior leadership and technical oversight for cybersecurity programs supporting a federal customer.

The Cybersecurity Program Manager will be responsible for managing cybersecurity operations, program execution, risk management, compliance, security engineering, and customer deliverables. This position serves as a senior point of contact for cybersecurity activities and will ensure that program objectives, security requirements, schedules, staffing, quality, and customer expectations are consistently met.

The ideal candidate will combine strong cybersecurity expertise with program management leadership, with experience managing complex federal cybersecurity programs and multidisciplinary technical teams.

Key Responsibilities

• Provide overall program leadership and management for cybersecurity initiatives and contract requirements.
• Serve as a senior technical and programmatic point of contact for the government customer.
• Lead planning, execution, and delivery of cybersecurity program activities.
• Manage cybersecurity personnel, resources, schedules, priorities, and deliverables.
• Ensure cybersecurity activities are aligned with contractual requirements, customer priorities, and federal security standards.
• Establish program goals, performance measures, milestones, and operational priorities.
• Provide oversight of cybersecurity governance, risk management, compliance, security engineering, and assessment activities.
• Manage program risks, issues, dependencies, and corrective actions.
• Develop and implement risk mitigation strategies and monitor their effectiveness.
• Oversee compliance with applicable federal cybersecurity policies, standards, and regulations.
• Provide leadership for Risk Management Framework (RMF), Assessment & Authorization (A&A), continuous monitoring, and security control activities.
• Ensure security requirements are properly implemented, assessed, documented, and maintained.
• Coordinate with ISSOs, ISSMs, Security Control Assessors, cybersecurity engineers, vulnerability analysts, governance specialists, and other technical personnel.
• Review cybersecurity assessments, findings, vulnerabilities, POA&Ms, and remediation activities.
• Ensure program deliverables and cybersecurity documentation meet quality and customer requirements.
• Monitor program performance and develop status reports, dashboards, metrics, and executive briefings.
• Lead program meetings, technical reviews, customer briefings, and governance sessions.
• Identify opportunities to improve cybersecurity processes, tools, workflows, and operational effectiveness.
• Support contract transition, staffing, onboarding, and workforce planning activities.
• Manage subcontractor and partner relationships when applicable.
• Ensure appropriate quality assurance and continuous improvement processes are in place.
• Provide senior-level guidance on emerging cybersecurity threats, technologies, and security requirements.
• Mentor and develop cybersecurity personnel and promote a strong security-focused culture.
• Ensure program activities are executed within established schedule, budget, scope, and quality parameters.
• Required Qualifications
• Bachelor’s degree in Cybersecurity, Information Technology, Computer Science, Information Systems, Engineering, or a related field.
• Significant experience managing cybersecurity programs, information security programs, or complex IT security initiatives.
• Demonstrated experience leading multidisciplinary cybersecurity and technical teams.
• Strong knowledge of cybersecurity principles, risk management, security controls, and compliance requirements.
• Experience managing federal cybersecurity programs and customer-facing technical initiatives.
• Strong understanding of the NIST Risk Management Framework (RMF).
• Experience with cybersecurity governance, risk management, compliance, and security assessment activities.
• Experience managing program schedules, deliverables, resources, risks, issues, and performance metrics.
• Ability to communicate complex cybersecurity concepts to senior technical, business, and government stakeholders.
• Strong leadership, organizational, analytical, problem-solving, and decision-making skills.
• Excellent written and verbal communication skills.
• Ability to manage competing priorities in a complex, mission-focused environment.

Required Certifications

Candidates must possess:

• Project Management Professional (PMP)
• CISSP or CISM

Preferred Qualifications

• Master’s degree in Cybersecurity, Information Technology, Computer Science, Business Administration, or a related field.
• Experience supporting federal civilian or Department of Defense (DoD) cybersecurity programs.
• Experience managing large-scale federal cybersecurity contracts.
• Experience with NIST SP 800-53, NIST SP 800-37, and FISMA.
• Experience overseeing RMF and Authorization to Operate (ATO) processes.
• Experience managing continuous monitoring and security control assessment programs.
• Experience with cybersecurity governance and GRC platforms such as RSA Archer, eMASS, or ServiceNow GRC.
• Experience overseeing vulnerability management and security operations.
• Cloud security experience across AWS, Azure, Google Cloud, and/or Microsoft 365.
• Experience with cybersecurity modernization and cloud migration initiatives.
• Experience managing geographically distributed or multidisciplinary technical teams.
• Experience with contract performance management, Service Level Agreements (SLAs), and Key Performance Indicators (KPIs).
• Knowledge of federal acquisition and contracting environments.
