Duties include, but may not be limited to the following:

• Prepares complex purchase orders for a wide variety of prosthetic orders.
• Receives and analyzes a large number of complex consults for a wide variety of supplies, equipment, delivery and repair services.
• Authorizes and prepares complex purchase orders for a wide variety of prosthetic and orthotic devices, artificial limbs, medical supplies and home equipment and repairs.
• Completes transaction on the patient's medical record to ensure documentation of exactly what was purchased and issued.
• Conducts face-to-face and telephone conversations with patients, family members and private medical staff, contractors, vendors and co-workers.
• Deals with a large community base, vendors, hospital staff and the public.
• Resolves conflicts in administering purchase orders, such as protests, claims, duplicate billing & terminations for convenience or default.
• Maintains accurate records of transactions and completes all adjustments to computerized system before final payment to vendor is certified.
• Performs other related duties as assigned.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-6 level in the Federal service. Specialized experience includes: creating purchase card orders in the database; reconciling purchase card orders; purchasing prosthetic devices and/or services for eligible patients; maintaining contact with vendors, patients and caregivers; interpreting instructions/consults from physicians and other health care providers; preparing letters and correspondence; and operating office equipment.

PHYSICAL REQUIREMENTS: The work is primarily sedentary when conducting purchasing functions for PSAS. However, while conducting inventory management functions, the employee may work comfortably in a warehouse environment, sitting, standing, walking, bending, lifting, carrying, retrieving and managing inventory. Prolonged periods of working at a computer terminal is required. Ability to retrieve equipment from a storage room is required. Climbing associated with stocking of equipment and other items in storage areas is necessary.

The employee may carry/lift items weighing up to twenty-five (25) pounds. Normal safety precautions are adequate. The work involves moderate discomfort when visiting sites away from the office. At times, the employee may be required to wear protective clothing when visiting the Prosthetic and Sensory Aids Fabrication Laboratory. There may be frequent walks between the main medical center and other parts of Prosthetics to conduct

professional duties.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
