Job Summary:
The Tuition Classification Coordinator serves as Front Range Community College's registering authority and subject matter expert on Colorado residency and tuition classification statutes (CRS 23-7-101 through 105). This position ensures accurate, compliant, and student-centered residency determinations while maintaining the integrity of institutional and state records requirements. The Coordinator provides direct guidance to students navigating residency and classification questions, resolves complex cases in partnership with the Associate Registrar, and serves as a key point of contact for residency-related communications across the college.
In addition to core tuition classification responsibilities, this position provides broader support to the Registrar's Office, backing up department operations and student records functions as needed. The Coordinator is also cross-trained as a Designated School Official (DSO), supporting FRCC's SEVP compliance obligations and assisting F-1 visa students with the I-20 process. Success in this role requires sound judgment, attention to regulatory detail, and a commitment to FRCC's core values of Inclusivity, Community, Innovation, and Integrity in every student and stakeholder interaction. This position is based at the Larimer Campus and requires a strong on-campus presence, with some remote work available. It includes periodic travel to all three FRCC campuses, with occasional evening and weekend hours required to support various activities and ensure seamless operations. This position does have the opportunity to work remotely occasionally but does require a strong on-campus presence. Tuition Classification
- Serves as FRCC’s “registering authority and subject matter expert for tuition classification under Colorado statute (CRS 23-7-101-105), ensuring decisions and processes comply with state, federal and institutional policies.
- Stays abreast of federal and state legislative developments affecting residency determinations, recommending and implementing procedural updates to maintain compliance and consistency.
- Advises students on residency requirements, classification options, and pathways to eligibility, taking a student-centered approach that seeks qualifying approval wherever possible.
- Reviews residency forms for completeness and eligibility, follows up on missing documentation, communicates determination outcomes, and maintains an and maintains an organized tracking system for incoming, pending, and completed residency submissions. Develops accurate and timely updates to monthly departmental statistics and tracking reports.
- Accesses, updates, and stores student records in the Banner Student Information System and Banner Document Management system (BDM), ensuring accuracy, data integrity, and confidentiality
- Identifies and escalates complex or potential-denial cases to the Associate Registrar per second-level review procedures; accesses and updates student records in Banner with accuracy, integrity, and confidentiality; stores documentation in BDM per records retention policy.
- Maintains written procedures and communication templates, recommending improvements to forms, website content, and processes to increase efficiency and cross-departmental collaboration.
- Represents FRCC on residency and records related committees through FRCC, CCCS, RMACRAO and CDHE.
- Processes and maintains records in accordance with the CCCS Records Retention Plan, the State of Colorado's State Records Management Manual, and institutional and regulatory guidelines."
Customer Services and Communication
- Deliver high-quality customer service to students, faculty, and staff by resolving issues, interpreting policies, and providing clear guidance on residency requirements, tuition classification, and related processes through in-person, virtual, email, and phone interactions.
- Manages appointment availability in Navigate for timely virtual advising and manages the Residency@ email account as a central point of contact for residency-related communications.
- Reviews and aligns college communications and resources for accuracy and consistency.
- Facilitates training for college stakeholders on tuition classification fundamentals and attends outreach or education events as requested upon availability.
- Partners with internal departments to resolve conflicts, coordinate process changes, and develop solutions affecting residency determinations, tuition classification, and student services.
Register Department and Division Support
- Provides broader support across Registrar’s Office processes, documentation, workflows, and initiatives, including backup coverage to ensure continuity of operations.

Minimum Qualifications:
- Associate's degree and four years of experience in data management, records administration, or compliance-related work, including experience interpreting and explaining complex policies or regulations to others;
OR
- Bachelor's degree and two years of experience in data management or records administration.
- Must be a US Citizen or Permanent Resident as required by federal regulations to be a Designated School Official (DSO).
