Finance DirectorThe Finance Director is a department head under the administrative direction of the Executive Director. This position is responsible for the planning, organizing, directing and coordinating the Finance department including payroll, financial reporting, audit procedures, cash flow management, purchasing, fixed asset inventory, tax and audits. Further, the Finance Director engages in financial analysis in such areas as forecasting, budgeting, cost reduction analysis, and reviewing operational performance. In addition, this position is responsible for keeping the Agency's financial processes in compliance and aligned with other State, Federal and Public-sector accounting laws, regulations and practices. The Finance Director is the subject matter expert on all finance and accounting matters and takes the lead in strategizing, building and implementing best in class systems, process / procedures and tools that will support the Agency's short and long-term goals and objectives.Essential Duties and Responsibilities: Includes the following; other duties may be assigned.Oversees the operations of the Finance department including the design of an organizational structure adequate for achieving the department's goal and objectives.Prepares and recommends fiscal policiesPrepares and presents for the Agency's annual operating and capital budget for BoardLeads Accounting team in Month-end close, AP, A/R, GL, payroll and expense reimbursementsEstablishes, maintains and monitors system of internal controls to ensure accurate accounting and reportingLeads, manages and coordinate annual financial and compliance auditsMaintains relationships with external auditors and ensures ongoing communicationPrepares expenditure and revenue projections and analyzes variance from estimatesReviews and develops operating procedures for the Finance departmentForecasts the cash flow of positions, related to the borrowing needs and available funds for investmentManages and oversees all banking and investment relationsManages an integrated Enterprise Resource Planning (ERP) System, along with childcare, tuition and billing software applicationsWorks closely with program leaders and staff to educate them regarding finance and the accounting procedures in addition to researching how the finance function can support program operationsLeads accounts payable system and staff, ensuring that vendors are paid correctly and timely in accordance with state and federal lawsOversees payroll process and staff, ensuring that employees are paid correctly and timely in accordance with state and federal lawsLeads Accounts Receivable process and integration for data between operations and the accounting system.Partners with the Executive Director, the Leadership Team and other staff to enhance and better integrate the finance, HR, Online Registration and IT functionsOversees the tracking and reporting of the Agency's temporary and permanent restricted funds and administers timely releasesOversees the timely and accurate filing of governmental reports as directed by the state controller office and the Employment Development DepartmentPrepares organizational cash flow forecasting by working in partnership with the Leadership team and other staffPrepares, reviews and analyzes financial data and presents financial report in an accurate and timely manner to the Governing Board, leadership team and program staffOversees all accounting to ensure that revenues and expenditures are consistently and accurately captured in the financial systemsSupervisory Responsibilities: Supervises and supports all technical and functional responsibilities of the Disbursement Specialist, GL Accountant, and IT Specialist. The Finance Director is responsible for evaluating, and recommending new hires, developing subordinates, establishing and communicating performance standards, evaluating performance, recommending merit increases, assigning work, setting priorities, investigating and resolving employee issues amongst other supervisory duties.Qualification Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Own transportation may be required for visits to other facilities and perform other duties as assigned/needed.Education and Experience: Bachelor's degree (B.A.) from four-year college or university in accounting, finance, business administration or related field and five years increasing level of responsibility and experience; or nine years related experience and/or training; or equivalent combination of education and experience. MPA, MBA may substitute two (2) years of experience.Language Skills: Ability to read, analyze, and interpret complex financial documents, regulations, and technical reports. Strong written and verbal communication skills to effectively present financial information to leadership team, board members, auditors, and non-financial stakeholders. Capable of preparing clear financial reports, policies, and correspondence, and explaining financial concepts in a concise and understandable manner. Proficiency in professional business English required.Mathematical Skills: Ability to perform complex accounting and finance math including calculations of fractions, percentages and/or ratios. Significant experience with public accounting practices and compliance preferred.Computer Skills: Solid experience and proficiency working with Microsoft 365 products; knowledge of ERP accounting and reporting software.Reasoning Abilities: Must have the ability to solve problems and deal with a variety of abstract and concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to read technical information, compose a variety of documents including comprehensive financial reports and/or facilitate group discussions; and solve practical problems.Certificates, Licenses and Registrations: Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Financial Manager (CFM), and/or Certified Government Financial Manager (CGFM) preferred but not required.Physical Demands and Working Conditions:Office environment; subject to frequent interruptions and continual deadlines.Considerable use of a computer terminal.Long periods of intense concentration.General Information:The above statements are intended to describe the general nature and level of work being performed by individuals assigned to this position.
