Salary $142,228.32 - $172,854.24 Annually Description Plan, organize, monitor and manage the Sweetwater Authority (Authority) Human Resources (HR) section. Perform a wide variety of complex professional, technical and analytical work involved in assigned areas of HR administration. Formulate and interpret the operating procedures and policies within the Authority and apply them with good judgment. Supervision Received/Exercised : General supervision may be provided by the General Manager or Assistant General Manager. Direct supervision is provided by the Director of Administrative Services. Responsibilities include the direct supervision of the Senior Human Resources Analyst, Human Resources Analyst and Human Resources Technician. Examples of Duties/Responsibilities Supervise HR staff: Prioritize and assign work; establish and advise staff of performance requirements; ensure staff is trained; ensure that employees follow policies and procedures; provide support, mentoring, and coaching for performance improvement and development; observe and document performance; prepare supporting documentation and write performance reviews; conduct performance review presentations; recommend employee recognition and discipline action, up to and including termination, in accordance with established personnel rules, policies, and labor contract provisions; maintain a positive, healthy, and safe working environment. Develop and implement goals, objectives, policies, and priorities as appropriate. Develop and administer the selection process for compliance with State and Federal legislation and the Authority's Policy. Maintain the Authority's compensation and classification structure. Develop, maintain, and administer an HR Information System. Manage confidential personnel and medical records and documents. Manage the recruitment process: Interface with various departments regarding the job position; screen the job applications; oversee the testing of all applicants; evaluate information received during reference checking, and direct the job offers to selected candidates. Review current positions and salary grades to maintain proper classifications. Work with various departments in assessing staffing needs and creating new positions, including writing job descriptions and defining the appropriate salary grades. Administer the Authority's labor/employee relations functions. Direct employees in the analysis and application of the Memorandums of Understanding (MOU) and the Policies and Procedures of the Authority. Advise Senior Management and supervisors regarding performance reviews and disciplinary actions. Meet with employees and their representatives to identify and resolve employer/employee problems and issues. Participate and represent the Authority in the meet and confer process with employee organizations to negotiate successor MOU’s; research and prepare necessary reports, and make recommendations on issues affecting employees. Meet with recognized employee groups to notify them of changes to work rules or policies that impact employees. Coordinate and conduct supervisory training in the areas of employee relations and job performance, including understanding of policies and procedures. Develop and interpret Authority personnel rules, policies and procedures. Review, update, and revise the Authority's Policies and Procedures. Prepare appropriate material relating to HR when required for presentation to Board members. Administer the Authority's benefits package. Manage annual open enrollment for all insurance plans. Review annually with the Authority's Insurance Broker the analysis and evaluation of the Authority's insurance plans, which include Health, Dental, Vision, Life, Long Term Disability, and Workers Compensation; determine the need for any improvement, change, or modification of the various plans. Manage the Americans with Disabilities Program, "Department of Transportation Drug and Alcohol Program, Tuition Aid Program, and other programs implemented by the Authority. Prepare and manage the HR section budget. Maintain a HR philosophy that enhances morale, promotes productivity and encourages professionalism among employees. Evaluate Federal, State and Local Legislation, including other related regulations that govern HR functions, recommend action required for compliance, and monitor to ensure compliance. Develop appropriate training programs when required to support employees in the performance of their duties. Produce and coordinate employee communication programs that will contribute to better employee understanding of the Authority's goals, policies, procedures and operations. Provide leadership and support as necessary. Establish and maintain effective working relationships with co-workers, customers, vendors, Board members, and the public. Perform other duties of a similar nature or level. Typical Qualifications Knowledge of: Modern office procedures and practices, equipment, and clerical techniques. Computer programs and software, such as Microsoft Office, Adobe Acrobat Professional, Microsoft SharePoint, and Visio. Job analysis, personnel recruitment, selection, and testing procedures. Pertinent Federal, State and local laws, codes and regulations, and principles and practices of labor relations relating to the public sector. Labor contract negotiations and administration. Principles and practices of supervision, safety and training. Salary and benefit administration (health, dental, vision, life, long-term disability plans, workers compensation, Consolidated Omnibus Budget Reconciliation Act (COBRA), retirement, and other benefit plans maintained by the Authority). Rules governing HR record keeping requirements and procedures. Authority personnel policies, procedures and philosophies. Business mathematical and statistical principles. Proper English usage, including spelling, grammar, and punctuation. Ability to : Plan and develop HR programs that are in compliance with regulatory guidelines. Exercise independent practical judgment, creativity and resourcefulness in a variety of difficult situations. Resolve conflicts in an equitable and responsive manner. Organize, prioritize and work on simultaneous assignments with attention to schedules and deadlines. Prepare and present clear, concise, technically accurate reports. Use tact and diplomacy in discussing sensitive personnel matters, maintaining confidentiality. Establish, promote and maintain effective public relations and a positive image for the Authority. Make presentations to employees, applicants, supervisors and Senior Management when required. Communicate clearly and concisely both orally and in writing. Keyboard proficiently. Use interpersonal skills effectively as applied to interaction with coworkers, supervisor, the general public, etc., sufficient to exchange or convey information and to receive work direction. Education/Training/Experience (positions in this class typically require): Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Equivalent to completion of the twelfth grade. Bachelor's degree in Human Resources, Public or Business Administration, Industrial Psychology or a closely related field. Ten (10) years of experience performing professional HR management, which demonstrates possession of the knowledge and abilities to perform the duties stated above. Experience in a governmental or public utility environment with knowledge of staffing issues related to the water industry is highly preferred. Licenses/Certifications – Required Conditions of Employment : Possess and maintain a valid California Class C Driver License. Maintain an acceptable, safe, and active driving record, together with proof of insurability. Other Conditions : It is important that incumbents in this position maintain a professional and businesslike image to the public at all times: A neat, clean and pressed appearance in clothing, hair and personal hygiene is important every day.
