Position Summary:-


The New York State Office of Mental Health (OMH) is seeking an Expert Software Developer to support the Application Modernization Project and other OMH initiatives as needed.


The selected consultant will design, develop, implement, enhance, and maintain applications using the Salesforce platform and related technologies. The consultant will provide technical leadership throughout the Software Development Life Cycle (SDLC), collaborate with Technical Architects and development teams, support application integrations, manage data and database activities, and troubleshoot complex production issues.


This role will also involve working with applications containing Protected Health Information (PHI), integrating Salesforce applications with enterprise systems, and providing guidance on software architecture, security, source code management, and deployment best practices.

Responsibilities:-


The selected consultant will perform, but not be limited to, the following activities:

• Provide technical guidance and assistance to development teams throughout the full Software Development Life Cycle (SDLC).
• Collaborate with Technical Architects to design and foster a Service-Oriented Architecture (SOA) environment for OMH applications.
• Participate in business analysis, system design, development, testing, implementation, and ongoing application support.
• Design, develop, enhance, and maintain applications using the Salesforce platform.
• Develop Salesforce solutions using Apex, Lightning Web Components (LWC), Aura Components, Visualforce, SOQL, SOSL, Flow Builder, Validation Rules, Custom Objects, and Salesforce security features.
• Design and consume custom REST and SOAP web services.
• Implement secure integrations using OAuth 2.0, JWT, Named Credentials, and Single Sign-On (SSO).
• Integrate Salesforce applications with enterprise platforms and tools such as MuleSoft and Informatica.
• Prepare scripts to create and modify Oracle database objects, including tables, indexes, constraints, triggers, views, stored procedures, and packages.
• Perform data conversion, migration, and manipulation activities as required, including work involving Protected Health Information (PHI).
• Develop and support applications that access and process PHI in accordance with applicable security and confidentiality requirements.
• Use GitLab and other Git-based repositories for source code management, version control, branching, and collaboration.
• Provide guidance and best practices for Git-based code versioning and team collaboration.
• Utilize tools such as VS Code, Salesforce CLI, SFDX, Scratch Orgs, Sandboxes, and CI/CD tools including Copado, Gearset, and Jenkins.
• Diagnose and debug production issues reported through the IT Service Management (ITSM) system.
• Escalate critical incidents as necessary and participate in bridge calls to assist with diagnosis and resolution.
• Troubleshoot application rules, calculations, data issues, and reporting problems, including applications utilizing Crystal Reports.
• Coordinate service requests, application releases, changes, and deployments with ITS Chief Operating Office personnel and other technical teams.
• Participate in multi-agency technical meetings and work sessions.
• Provide guidance and recommendations to development teams on software design, architecture, security, and development best practices.
• Mentor State employees and consultants by providing guidance on debugging, troubleshooting, securing, deploying, and maintaining applications.
• Support AI-related development initiatives, including AI integration, prompt engineering, and unified data profiles where applicable.
• Participate in mandated knowledge-transfer activities and document technical knowledge for State employees.
• Follow OMH, ITS, HIPAA, security, confidentiality, and development standards throughout the engagement.

Required Skills:

• 84 months of experience working on Salesforce platform projects, including at least 3 years in a leadership role .
• 60 months of experience designing and consuming custom REST and SOAP web services.
• 60 months of experience implementing secure connections using OAuth 2.0 flows, JWT, Named Credentials, and Single Sign-On (SSO).
• 36 months of experience working with integration platforms such as MuleSoft and Informatica.
• 60 months of experience with Salesforce Apex, including Classes, Triggers, and Controllers, as well as Lightning Web Components (LWC), Aura Components, Visualforce, SOQL, and SOSL.
• 60 months of experience with Salesforce Flow Builder, including Record-Triggered, Screen, and Autolaunched Flows.
• 60 months of experience with Validation Rules, Custom Objects, and Salesforce Security Models, including Organization-Wide Defaults (OWDs), Sharing Rules, Profiles, and Permission Sets.
• 60 months of experience with Git/GitHub, VS Code, Salesforce CLI, SFDX, CI/CD tools such as Copado, Gearset, and Jenkins, Scratch Orgs, and Sandboxes.
• 24 months of experience integrating AI, prompt engineering, and unified data profiles into custom application development.
• Bachelor's degree in Computer Science, Information Technology, Software Engineering, or a related field.
• Salesforce Certified Platform Developer or another relevant Salesforce Certification.
