Web Content Manager (Drupal, ADA, Section 508)Looking for only current Arizona residents, only W2, no C2C. Job summary: The defining priority of this position is the implementation, audit, and strict enforcement of the Web Content Accessibility Guidelines (WCAG 2.1/2.2, Level AA standards) across all agency web properties. Given that a significant percentage of the target audience includes aging veterans, individuals with service-related disabilities, visually or hearing-impaired users, and assistive-technology dependents, the Web Content Manager ensures that no digital barrier prevents a veteran from accessing state support.Major responsibilities and job duties: Accessibility compliance and WCAG governance (primary focus): Serve as the agency's subject matter expert on federal Section 508 and WCAG 2.1/2.2 compliance. Conduct systematic, routine accessibility audits using both automated scanning tools and manual keyboard navigation/screen-reader testing. Document remediation and media optimization: Audit, remediate, and catalog all public-facing digital media. Convert legacy, non-compliant PDFs into semantic, accessible HTML or fully tagged, screen-reader-friendly PDFs. Ensure all multimedia components feature synchronized captions, descriptions, and text transcripts. Veteran-centric content strategy: Write, edit, and optimize plain language web copy that breaks down complex state/federal veteran benefits, application pipelines, and legislative updates into clear, actionable instructions. Eliminate dense bureaucratic jargon in favor of user-friendly layouts. Cross-divisional digital coordination: Partner closely with internal program leads across AZDVS divisions to update and streamline their respective digital footprints. Platform administration and brand integrity: Administer the daily operations of the agency's Content Management System (CMS), enforcing consistent site taxonomy, intuitive navigation paths, responsive mobile design, and adherence to the State of Arizona Digital Style Guide. Training and agency advocacy: Conduct continuous accessibility training sessions for internal content contributors across various AZDVS offices. Author documentation and checklists to prevent accessibility errors at the point of creation.Knowledge of: Core concepts, success criteria, and testing methodologies underlying WCAG 2.1 and 2.2 (Levels A and AA). Assistive technologies used by disabled populations, including screen readers, refreshable braille displays, and speech recognition software. Federal regulations governing digital properties, specifically Title II of the Americans with Disabilities Act (ADA) and Section 508 of the Rehabilitation Act. Modern content management systems (CMS), semantic HTML5, CSS layout principles, and responsive web design rules. Plain-language principles, cognitive accessibility standards, and intuitive UI/UX navigation patterns. Skills in: Executing technical remediation on non-accessible digital assets (PDFs, data tables, web forms, and visual graphics). Utilizing accessibility testing tools and platforms to isolate, diagnose, and resolve code and contrast violations. High-level copyediting and content generation, with the specific ability to simplify bureaucratic data for public consumption. Web asset optimization, including managing proper heading hierarchies, descriptive link structures, and mandatory image alternative (alt) text. Ability to: View digital interfaces through the lens of an assistive-technology user to proactively flag navigation and usability bottlenecks. Bridge communication gaps by explaining technical web accessibility rules to non-technical program managers and division heads. Maintain an empathetic, mission-driven approach to serving the diverse needs of Arizona's veterans. Compensation: $32.00 per hour.
