Job Description

iQuasar is seeking an experienced Business Analyst – Level 1 to provide senior-level business analysis, financial management, acquisition support, budget planning, and program management support to the Federal Aviation Administration (FAA). The Business Analyst will serve as a senior member of an integrated FAA program team, independently analyzing complex business objectives, financial data, and process gaps. You will develop actionable recommendations, drive modernization initiatives, and serve as a key liaison between Government leadership, financial organizations, project teams, and senior stakeholders.

Roles and Responsibilities:

Business Analysis & Process Improvement

• Analyse organizational objectives, business processes, data, and requirements to identify gaps, risks, and efficiency opportunities.
• Apply process-improvement and process-reengineering methodologies to support FAA modernization activities.
• Develop strategic goals, performance measures, activity/data modelling, and implementation of industry best practices.
• Coordinate cross-functional alignment between FAA customers, acquisition personnel, and project teams.

Financial Management & Budget Planning

• Provide senior-level financial analysis and budget execution support for FAA programs and Program Management Offices (PMOs).
• Develop and manage annual and multi-year financial plans, spend plans, projections, and funding requirements.
• Track and manage Facilities & Equipment (F&E), Operations (OPS), reimbursable funding, Undelivered Obligations (UDOs), carryover, and funding shortfalls.
• Support FAA budget submissions, including Resource Planning Documents (RPDs), Capital Investment Plans (CIP), and Continuing Resolution (CR) requests.
• Prepare and support Financial Management Reviews (FMRs), Business Management Reviews (BMRs), and executive-level briefings.

Acquisition & Stakeholder Support

• Support acquisition actions, including Purchase Requisitions (PRs), Military Interdepartmental Purchase Requests (MIPRs), and Reimbursable Agreements.
• Perform cost-benefit, investment, and Earned Value Management (EVM) analyses to support quantitative decision-making.
• Facilitate meetings, working groups, and stakeholder alignment activities to convey business requirements and proposed solutions.

Required Qualifications:

• Experience: 20+ years of relevant professional experience consistent with the SETIS Business Analyst labor-category definition.
• Education: Bachelor’s Degree from an accredited institution in Accounting, Business Management, Computer Science, Economics, Finance, Information Systems, IT, Mathematics, Statistics, Operations Research, or Business Administration.
• Education Substitutions:
• High School / Non-degree + 5 years of additional relevant experience.
• Master’s Degree / MBA substitutes for 3 years of experience.
• Ph.D. substitutes for 7 years of experience.
• Analytical & Technical Skills:
• Advanced capability in Microsoft Excel and Office Suite.
• Deep experience in Federal financial management, budget analysis, and strategic reporting.

Preferred Qualifications:

• Prior FAA Experience: Strong background supporting FAA programs (Air Traffic Organization, National Airspace System, etc.).
• FAA Systems Familiarity: Experience using tools such as AITS, CWP, OPPM, FMS, PRISM, DELPHI, OBIEE, SPIRE, or Reimbursable Toolset.
• Financial Processes: Hands-on experience with F&E and OPS funding, RPDs, MIPRs, and UDO analysis.
• Leadership & BD Capabilities: Strong potential for supporting executive-level client relationships, FAA customer engagement, and business development initiatives.
