In this position you will provide expert IT support as the Information Systems Security Officer (ISSO) for security related technical analysis and development of Risk Management Framework (RMF) and Certification & Accreditation (C&A) documentation for NIPRNet, SIPRNet, and stand-alone Platform Information Technology (PIT) systems in OO-ALC. Oversees the security posture for one or more system(s) throughout the entire life cycle; provides continuous monitoring through scheduled audits, controls testing, and audit reviews, and escalates issues as needed. Oversees the implementation of information technology (IT) security controls and security authorization documents; and ensures the system is compliant with mandated security policies and requirements. Provides technical recommendations for all Risk Assessments and Vulnerability Assessments conducted for the system or site. Provides security analysis of IT activities to ensure that appropriate security measures are in place and being enforced. Develops estimates of risks associated with technologies and discovered threats, enabling organization to assess the resources needed to respond effectively. Follows systematic process to assess the ability of systems and networks to withstand exploitation by adversaries. Conducts assessments of threats and vulnerabilities, determines deviations from acceptable configurations, enterprise or local policy, assesses the level of risk, and develops and/or recommends appropriate mitigation countermeasures in all situations.

Additional Duties:

Ensures the development and implementation of security requirements and security practices are incorporated throughout the system engineering life cycle (SELC) and engineering maintenance of solutions, applications, products, information systems, and network environments to minimize risk to the organization. Translates technology and environmental conditions (e.g., law and regulation) into system and security controls and processes. Assesses systems for shortcomings related to business requirements, functionality, or policy compliance and develops and documents steps to mitigate.

Knowledge, Skills, and Abilities (KSA):

1. Knowledge of risk management processes (e.g., methods for assessing and mitigating risk)

2. Knowledge of Cybersecurity and privacy principles

3. Knowledge of Cyber threats and vulnerabilities

4. Knowledge of Cybersecurity and privacy principles and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation)

5. Knowledge of information technology (IT) risk management policies, requirements, and procedures

6. Skill in assessing security controls based on Cybersecurity principles and tenets. (e.g., CIS CSC, NIST SP 800-53, Cybersecurity Framework, etc.)

7. Skill in recognizing vulnerabilities in security systems. (e.g., vulnerability and compliance scanning)

8. Ability to conduct vulnerability scans and recognize vulnerabilities in security systems

ADDITIONAL POSITION REQUIREMENTS:

1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

2. This position may require work to be performed during hours outside the normal duty schedule.

3. Incumbent must obtain and maintain an appropriate security clearance.

4. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoDM 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of this nine month requirement may be granted per DoDM 8140.03. Failure to receive and maintain the proper IA certification may result in removal from this position role.
