Job Summary This position will be filled at the level commensurate with the successful candidates education, experience, knowledge, skills, and abilities. This position is a fleet procedure writer within the performance improvement dept. Nuclear Procedures Writer I : This is the entry level in the Nuclear Procedures Writer series. The majority of work is routine in nature, with general guidance provided by more experienced staff. Applies skilled craft and/or nuclear operations knowledge to create, maintain or revise work standards, instructions and procedures which support nuclear plant operations, programs, and work practices. Evaluates feasibility of requested or proposed changes, and analyzes documents as to their applicability to nuclear operations. Researches technical manuals, vendor specifications, plant diagrams, design documents, station policies and regulatory requirements to obtain additional information and ensure the safe operation of equipment, procedure flow and workability, and adherence to regulatory requirements and writer guidelines. Researches commitments with regulatory agencies that may impact new or existing procedures. Performs plant walkdowns as needed, using observation findings, reviews, assesses, develops, and maintains human factors, standards, procedures, and aids for technical and administrative procedures. With guidance, coordinates the review, comment resolution, and approval of procedures with user departments and management. Evaluates and researches proposed changes to procedures and standards based upon human factor principles to ensure compliance with company and regulatory guidelines and requirements. May assist more senior writers in making presentations regarding procedures to Station Nuclear Safety Operating Committee (SNSOC) or departmental management. May assist in the development of training modules required to implement approved standards and procedures. Nuclear Procedures Writer II : This fully functional level applies skilled craft and/or operational knowledge to create, maintain or revise work standards and procedures that support nuclear plant operations, programs, and work practices. Evaluates the feasibility of requested or proposed changes, and analyzes documents as to their applicability to nuclear operations. Researches technical manuals, vendor specifications, plant diagrams, design documents, station policies and regulatory requirements to obtain additional information and ensure the safe operation of equipment, procedure flow and workability, and adherence to regulatory requirements and writer guidelines. Researches commitments with regulatory agencies that may impact new or existing procedures. Performs plant walkdowns as needed, using observational findings, and reviews, assesses, develops, and maintains human factor standards, procedures, and aids for technical and administrative procedures. Reviews and approves proposed changes to procedures and standards based upon human factor principles and effectiveness, to ensure compliance with company and nuclear regulatory guidelines and requirements, making recommendations for improvement. Presents procedure changes to Station Nuclear Safety Operating Committee (SNSO). Procedural changes and work priorities are subject to review by the Nuclear Coordinator or Supervisor. Coordinates reviews, comment resolution, and approvals of procedures with user departments and management. Assists in the technical analysis, evaluation and scope of interdisciplinary procedural problems. Provides technical guidance to less experienced writers and may participate in peer documentation review to ensure procedural consistency. May develop training modules required to implement approved standards and procedures. Job Summary Nuclear Procedures Writer III : Provides technical leadership in the development, revision and maintenance of technical work practices, standards and procedures that support nuclear plant operations and programs and may involve several disciplines or procedures for emergency and abnormal plant conditions. Serves as a technical expert for craft specialty or operational area, performs editorial and technical reviews, may assign and track the work progress of other Procedure Writers. Reviews and determines scope of change process packages, evaluates the feasibility of requested or proposed changes, and analyzes documents as to their applicability to nuclear operations. Researches technical manuals, vendor specifications, plant diagrams, design documents, station policies and regulatory requirements to obtain additional information and ensure the safe operation of equipment, procedure flow and workability, and adherence to regulatory requirements and writers guidelines. Researches commitments with regulatory agencies that may impact new or existing procedures. Performs plant walkdowns as needed, reviews and approves proposed changes to procedures and standards based upon human factors principles and effectiveness to ensure compliance with company and nuclear regulatory guidelines and requirements, makes recommendations for improvement. Responds to procedural deficiencies, researches, develops and maintains nuclear standards and administrative procedures involving diverse/board station and corporate disciplines. Negotiates and resolves issues between managers, stations and corporate groups when controversial changes are requested. Develops schedules and defines scope for administrative and technical procedure changes and manages writing schedules to meet aggressive deadlines. Coordinates with Nuclear Licensing and regulatory agencies to ensure latest commitments are incorporated in procedures. Provides input to Nuclear Procedures Coordinator regarding the development and maintenance of Procedural Guide. Maintains contacts with utility peers to ensure awareness of industry trends and innovations. Provides interpretation/clarification of procedures to auditors and regulators during audits and assessments. Required Knowledge, Skills, Abilities & Experience The knowledge, skills, abilities and experience required for entry into this job include the following: Nuclear Procedures Writer I 0-2 years directly related experience. In lieu of preferred related Associate's degree, may substitute High School diploma/GED and 2+ years directly related experience in craft discipline (mechanical, electrical, instrument and controls, etc.) or nuclear operations. Previous work experience demonstrating solid working knowledge of craft specialty and/or nuclear operations. Craft discipline requirement or demonstrated nuclear operations knowledge (e.g. Non-licensed control room operator) may vary according to business needs and area of assignment. Ability to learn to prepare and write descriptive copy using publishing tools and writer guidelines, and to verify documentation, both orally and visually. Technical thinking skills, with demonstrated ability to read and interpret technical literature and documents. Computer and keyboarding skills desired. Nuclear Procedures Writer II 2+ years of prior work experience demonstrating solid working knowledge of craft specialty and/or nuclear operations. In lieu of preferred related Associate's degree, may substitute High School diploma/GED and 4+ years directly related experience in craft discipline (mechanical, electrical, instrument and controls, etc.) or nuclear operations. Craft discipline requirement or demonstrated nuclear operations knowledge (e.g. Non-licensed control room operator, current/inactive RO or SRO license) may vary according to business needs and area of assignment. Previous work experience preparing and writing descriptive copy using publishing tools and writer guidelines, and verifying documentation, both orally and visually. Technical thinking skills, with demonstrated ability to read and interpret technical literature and documents. Computer and keyboarding skills desired. Skilled in prioritizing work assignments and responding to craft or departmental questions to communicate and/or determine impact of changes on procedures. Ability to effectively provide feedback to operational/work units. Nuclear Procedures Writer III 5+ years of directly related experience in areas of responsibility. In lieu of preferred related Associate's degree, may substitute High School diploma/GED and 7+ years directly related experience in craft discipline (mechanical, electrical, instrument and controls, etc.) or nuclear operations. Considerable work experience demonstrating solid working knowledge of craft specialty/nuclear operations. Craft discipline requirement or demonstrated nuclear operations knowledge (e.g. current/inactive RO or SRO license) may vary according to business needs and area of assignment. Significant work experience preparing and writing descriptive copy using publishing tools and writer guidelines, and verifying documentation, both orally and visually. Strong technical thinking skills, with demonstrated ability to read, interpret and present technical information. Excellent communication and organizational skills, demonstrating ability to meet with all levels of management and to effectively represent and negotiate issues and concerns. Leadership skills, and ability to analyze issues quickly and assess risk. Ability to prioritize and assign work, and to serve as a technical resource to others. Demonstrates strong customer service orientation and high degree of ownership. Skilled in use of computer and procedure writing software. Education Requirements Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Associate Preferred Discipline(s): Mechanical, Electrical, Instrumentation & Controls, or related technical training Other disciplines may be substituted for the preferred discipline(s) listed above.
