This position is in the Office of the Secretary, working in the Division of Operations and Support Services asan Administrative Specialist Senior at the Education and Labor Cabinet. The position will be based inFranklin County.

Responsibilities include but are not limited to the following:
  • Assists procurement branch in the review of janitorial contract requirements and bidding contractors priorto awarding new contracts. Conducts annual janitorial inspections of leased and owned facilities; conducts onsite visits as necessary to resolve issues.
  • Monitor, review and maintain insurance coverage on all Cabinet owned &/or leased buildings and thecontents. Updates, reports changes on the insurance certificate report from the Div. of State Risk & Insuranceservices. Coordinates and implements insurance claims.
  • Completes eMars transactions and creates detailed reports relating to inventory, property, fixed assets andinsurance claims for ELC agencies. Creates and maintains eMars reports relating to location, acquisition, saleand transfer of property. Maintains fixed asset reports in eMars .
  • Meets with auditors and answers questions related to fixed assets. Provides audits and reports to financialdivision for inclusion in the Comprehensive Annual Financial Report. Creates eMars entries to processreimbursement of loss for insurance claims and monitors reimbursements.
  • Develops, implements, maintains the coordination of inventory, control and or sale of property for theEducation and Labor Cabinet. Creates and maintains records of property locations, acquisitions, transfers andsales. Conducts physical inspections of all fixed assets, inventory, tags, marks, identifies existing assetsand reconciles with eMars reports.
  • Performs contract compliance reviews and serves as liaison between agency office tenants in owned andleased buildings statewide, janitorial service providers and procurement branch. Reviews tenant inspectionreports, responds to tenant complaints and inquiries related to janitorial contracts and performance; maintainsrelationships.
  • Performs other duties as assigned.

  • Day to day computer skills to include projections/forecasting, fiscal analysis, and ability to see the "bigpicture".
  • Ability to work within a team as well as independently.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional, administrative, or business experience.

Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
