Senior Evaluator, Emergency Management

Summary Of Purpose Leads monitoring, peer review, and assistance activities for nuclear power stations in Emergency Management, interacting with utility personnel, INPO/WANO management, and industry professional groups. Essential Functions Represent INPO on all issues related to Emergency Preparedness, including industry meetings and during the establishment of/or changes to industry standards and regulation Participate as a lead Emergency Preparedness evaluator on WANO peer reviews focusing on beyond design basis event preparation Assist in developing and maintaining INPO's emergency response capabilities Participate in periodic Industry Response Center (IRC) drills Periodically serve as a member of INPO emergency duty teams Work with WANO to establish protocols for interfacing with members of WANO-AC during emergencies Oversee development of communication to industry, including topical reports, assistance visit reports and presentations in emergency management Observe FLEX drills and participate in National SAFER Response Center assessments Travels (up to 40%) to nuclear sites and other required locations domestically and internationally, and maintains unescorted access authorization necessary to perform on-site duties Performs other duties as assigned Knowledge, Skills And Abilities Advanced skills in building and maintaining positive relationships, handling complex conflicts with key stakeholders, and ensuring alignment with INPO's mission Advanced knowledge of INPO/WANO policies, practices and procedures Experience as part of a site ERO Experience with implement INPO Event Report post-Fukushima recommendations In depth, detailed knowledge of functional area In depth, comprehensive knowledge of the nuclear utility industry Advanced proficiency in solving complex and multifaceted problems using data, trend, and analysis to inform decision making Advanced ability to use research, analysis, and stakeholder feedback to influence and execute strategies while remaining up to date with industry regulations and compliance standards High levels of communication skills to convey complex ideas and strategies in a clear and compelling manner Advanced ability to work independently as well as in teams/groups, to align long-term organizational strategies Ability to lead functional area and cross-functional teams. Ability to work and maintain confidentiality of highly sensitive/private information Education, Licenses, and Certifications Required High School Diploma or GED Preferred Senior Reactor Operator (SRO) Bachelor of Science degree in engineering, physical science or other related area Navy nuclear training Experience Required Six or more years of professional work experience, Four or more years of experience in emergency preparedness Two years of supervisory or equivalent experience Preferred Five or more years of nuclear plant experience Two years of INPO/WANO evaluation experience Two years of manager or equivalent experience Experience as part of a site ERO Experience with implement INPO Event Report post-Fukushima recommendations Additional Requirements Work Context Must be able to work prolonged periods of sitting at a desk and working on a computer Must be able to work under minimal supervision Must be able to sit, stand, walk, stoop, kneel, crouch, climb, and crawl Must be able to lift 25 pounds Must be able to travel domestically or internationally by plane or car Must have a US state or territory issued Real ID compliant driver's license or identification card General Requirements Behaviors and Assessments/Additional Requirements All INPO employees are expected to abide by behavioral expectations as outlined in INPO's Core Values, Team Effectiveness Attributes, and Leadership Effectiveness Attributes Employment is dependent upon successfully completing a pre-employment background check and drug and alcohol test This position requires unescorted access authorization to nuclear power stations This position requires direct or indirect access to certain export-controlled technology, for which INPO may be required to obtain an export license in accordance with applicable U.S. export control laws and regulations.
